RETAIN PROJECT PLAN TO SLASH STATE WPA LIST

Harrington Defends Method To Protesting Hoosier G. 0. P. Congressmen.

WASHINGTON, May 12.—There

will be no change in the project | WPA'

method of dismissals from jobs in Indiana, the office of Col. F. C. Harrington, WPA administrator, informed protesting Hoosier Republican Congressmen today. Upon receipt of telegrams from their county trustees, the Congressmen appealed to headquarters here to base dismissals on need, but were turned down.

publicans in the House, WPA na-| tional headquarters set out three factors to be considered in dis-| missals based on the project method as follows: 1. That the workers currently employed on projects are in need as evidenced by a survey which recentIv was completed 2. That any substantial reduction | in employment means the dismissal | of workers in need and that such! workers cannot be absorbed in private employment in time to prevent distress. 3. That there are recognized vary- . ing degrees of need that exist between certified workers currently employed on projects which can! only be determined through con-| tinuous investigation, requiring a larger administrative staff than can be provided under existing ecircum- | stances. { Fair Treatment Pledged “In view of these factors the Works Progress Administration concluded after careful deliberation that the most equitable manner of effecting the necessary reduction in| employment was by discontinuing or curtailing the operations of those projects or units of projects deemed to be least desirable,” the letter continued “Since workers in need must be separated from employment, releasine workers on a project basis makes it possible to distribute more equitably dismissals among the various occupational classes of work and tvpes of work, thereby affording a ereater number of dismissed workers a more reasonable opportunity of securing private employment It is regretted that the Works Progress Administration is unable to comply with the suggestions made bv the county trustees. However, vou mayv be assured that only such reduction in employment as is absolutelv necessary will be made and that this Administration will do| evervthing possible to effect the reduction in a fair and equitable manner.” i Grant Files Protest

Latest protest against the project method of dismissal was filed with WPA headquarters by Rep. Robert] A. Grant (R, Ind.). Citing evidence which. he said, showed that this method results in continued emplovment of unmarried men and often releases married men with! families. Rep.
