CHICAGO, May 11 (U. P) —Two Government-employed psychiatrists described the dictator of an European country today as an “un-| educated paranoid psychopath” and! suggested isolation and segregation as the only means for the civilized world to deal with him and his fol-| lowers.

Drs. M K. Amdur, Coatsville, Pa, and E. Messinger, Northport, N Yo both of the Veterans’ Administra-| tion facility, said an examination of the behavior and utterances of the country’s leaders and people; forces the psychiatrist to conclude he is “again witnessing the unfold-| ing of paranoid mass psychosis.” The psychiatrists made their gltatements in a paper on “Historical Aspects of Mass Psychoses,” read before the 95th annual meeting of the American Psychiatric Association,

They did not identify the dictator by name but said that in a survey of the “outstanding modern dictator country,” the psychiatrist sees a people who a generation ago “were frustrated in their attempt to overcompensate for an innate feeling of inferiority by world conquest and refuses to face the fact of its defeat.” “Instead,” the report said, “they install as their Fuehrer an uneducated paranoid psychopath, and accept as gospel his delusions of racism and his anthropological phantasies. (Paranoia is a chronic mental derangement characterized | usually by delusions of persecution). ’ “They project their inadequacies on the traditionally despised minority of their population, c¢laiming all their failures on the ma-| ¢hinations of this small group. and satisfy to some extent their lust for| conquest and sadistic drives by a) merciless persecution of this same group, meanwhile allaying their Jealousies by expropriating all their worldly goods. Calls Protests Futile

“Perhaps goaded to some extent by the unveiled disgust of civilized nations. they resume their aggressions against their weakest neighbors, meanwhile protesting vehemently that it is themselves who are the victims of agress or ‘encirclement.” The psychiatrists said monstrances, exhortations lations and the eliciting fjses are futile in dealin paranoid psychotic individual.
