Delegates from 10 states were to convene at the Claypool Hotel to-| day for the two-day conference on welfare problems called by the American Public Welfare Associa- + tion and the Indiana Interstate Cooperation Commission. Purpose of the meeting is to examine laws of the 10 states and administrative procedure regarding the exchange of public welfare services and the treatment of welfare clients, according to Louis E. Hosch, technical consultant o. the Association. An attempt will be made, he said, to work out reciprocal agreements and uniform procedures. A sectional round table on “The Legal Aspects of Interstate Probe lems” will be presided over by Charles B. Marshall of the Welfare Department. A second meeting on “Correspondence Procedures” will have Miss Frances Kernshan of the Illinois Welfare Department as chairman. “Security Across State Lines” will be presided over by Miss Rita E. Choate of the Missouri Social Security Commission. Miss Mildred Arnold, Indiana Children's Division director, will head the discussion on “Interstate Problems With Children.” Frank Bane, executive director of the Council of State Governments of Chicago, is to speak at tonight's dinner at the Riley Room. Fred Hoke, Indiana welfare board president, will be toastmaster and Mr. Bane will be introduced by Frank Finney, chairman of the Interstate Commission. Delegates attending are from Illinois, Ohio, Michigan, Kentucky, Missouri, Minnesota, Wisconsin, Tennessee and Iowa.
PIONEER WAGON AT SCOUT CIRCUS
The Gascho pioneer covered wagon, used to transport the family of John Gascho from Pennsylvania to Indiana in 1847, will be loaned for exhibition at the annual Boy Scout Circus at Butler Fieldhouse tomorrow night. Later it is to be shown at the Scout pioneercraft museum at their Fall Creek reservation near Ft. Harrison. The wagon was built in 1787 and was drawn by four horses as one of three wagons which brought the Gascho family from Lancaster County, Pennsylvania, to Noblesville. * After six weeks of travel the group arrived at Atlanta where a brother of Mr. Gascho lived and operated a waterpower sawmill. Several days . later the family went on to Noblesville where they settled. The wagon hauled into Noblesville the boiler of the first steam engine used there. It has been exhib"ited at the State Fair, the Noblesville Centennial, the Muncie Fair and the Chicago Century of Progress Exhibition.

BERLIN, May 5 (U, P.).—A decree was issued today providing that Jews who “will not or cannot emigrate must live in houses belonging to Jews.” Extensive official co-operation will be provided to facilitate the elimination of Jews from houses owned by Germans. They will lose stheir regular renters’ protection when community authorities show that other means of housing have been found. An Aryan who has signed a lease “to a Jew may give notice as soon as authorities provide other housing. Jews may sublet only to Jews.
