SENATE DROPS WILLIS CONTEST WITHOUT DEBATE
VanNuys Holds Undisputed

following the Senate's formal dis- | missal of charges filed by Raymond | E. Willis, unsuccessful Republican | nominee for the post in the No-| vember election. * The Senate, acting on recomsmendation of the Privileges and | Elections Committee yesterday, dis- | missed Mr. Willis’ contest on a voice | vote and without debate.
Chicanery Charged |
Mr. Willis’ contest was based on | a 385-page report Sa of chicanery in the election in | which Senator VanNuys was reelected by 5197 votes. The Senate committee's report stated that “there is no allegation | of violations of the Federal Corrupt | Practices Act by Senator VanNuys” | and the “charge is not made that! the Senator remotely conspired.” | “The petition does not allege un- | fitness on the part of Senator Van- | Nuys or his connection with any of the alleged fraud, bribery, excessive expenditures, coercion, intimidation | or irregularities of election officials. |
Request Turned Down
“The character of the charges in! the general allegation is not of a kind to recommend an investigation. Voters Favor Neutrality Act Revision to Permit Sale of War Materials to England, France.

EW YORK, April 14—Revision of the Neutrality Law to allow shipment of war materials to England and France in case of hostilities is favored by a majority of American voters at the present time, according to a survey by the American Institute of Public Opinion.

The change coincided with events in Europe. Following Herr Hitler's seizure of Austria, his annexation of Sudetenland, and the occupation of Praha and Memel Institute surveys found a growing sentiment in the United States for aid to England and France, short of actual participation in war.
2. Today's survey confirms an earlier Institute study which showed that more than six voters in every 10 now favor the principle of selling war materials to England and France in case of war. Technically this could not be accomplisi.cd under the present neutrality act. As the current survey shows, the majority of voters favor making such action possible by changes in the law. The whole neutrality question has been the subject of heated and - controversial public debate for months and many proposals have been put forward. The Institute’s sole function is to find the facts about public opinion on the issue, to collect and tabulate

Mr. Jackson ruled that the bill was not signed by Governor Townsend until March 2 and that because the law reads that only mortgages existing on March 1 are eligible, the new act canmot be effective until next year. The deadilne for filing mortgage exemptions is May 1.

WASHINGTON, April 14.—Thomas Jefferson, if alive today, would favor his war referendum amendment, Rep. Louis Ludlow (D. Ind.) told
the House of Representatives.
The Indianapolis Congressman read a speech on Jefferson to commemorate the 196th birthday of the founder of the Democratic Party.
“The great Jefferson had a passion for peace and he believed the way to keep America permanently at peace with the world is to cultivate friendly relations with all nations and entangling alliances with none,” Rep. Ludlow said.

“If he were alive today, what a service he could perform in dispelling the ugly specter of world hate! To him it would be a sad and disappointing spectacle to see Cabinet Ministers and Senators in charge of foreign affairs disturbing the equilibrinm of international relations by fulminating bitter diatribes against rulers of foreign countries. “The weakness of our American system is that our democracy stops at the water's edge. Our democracy is so circumscribed and limited that it does not apply to our foreign relations but only to our relatively unimportant domestic concerns.
Wants Frontiers Widened
“In its foreign relations, our Government is not a democracy at all but a pure autocracy. Our people may vote for constable or dog catcher, but they cannot vote on a declaration that would sweep
their sons into the indescribable hell of a foreign war. We need to enlarge our democratic frontiers by extending our democracy to our foreign relations, thus adding the capsheaf to the Jeffersonian Bill of Rights. “I hope that some modern Jefferson will succeed in getting this amendment for a referendum on foreign wars written into the American system. If he does, his name, like the name of Jefferson, will be blessed by the children of men forever.”
‘DRY LAND REGATTA’ PROPOSED IN FLORIDA
DAYTONA BEACH, Fla., April 14 (U. P.).—Sportsmen here are attempting to promote a ‘dry land regatta” since Keith Vining, Daytona Beach boat designer, brought out his new “dry land” boat. Resembling a boat but having three wheels—two in front and one in back—it has a large sail which with a favorable wind moves it along the beach at 20 to 30 miles an hour. The boat, closely resembling an ice boat, is steered with the rear wheel.
