At the end of the first hour wheat Was up % cent, corn and oats unto off 14 cent. Opening quotations in wheat were off as much as J cent, Traders took the selling side due to disappointing action at Li and the bearish Government ter wheat estimate. The sharp decline in stocks brought in considerable short covering, however, which reversed the downward trend. After climbing almost a cent, prices steadied on increased offerings. Corn prices rallied with wheat, but were influenced somewhat by a lower Buenos Aires market.

Nazi Financing Program Held Temporary Measure
BERLIN, April 11 (U. P) Germany's recently announced financing program will serve only as a temporary expedient and government experis already are working out a new plan to nancial observers said today. These sources contend that while the tax anticipation plan would provide immediate aid for the Reich's hard-pressed treasury, ite com plexities create ever-increasing difficulties. The complex plan introduced by the government several weeks ago provided, in effect, that corporaTre doing business with the Reich would receive 60 per cent of their payments in cash and the balance in certificates guaranteed by fuThese certificates could be used to pay corporate vax bills. Financial experts agree that the plan cannot be made permanent, and many are convinced that it has been desighed solely as an introduectory measure to pave the way for some scheme.
