JOSEPH URGES CITY EXTENSION T0 NORTHEAST
Seeks Parks Board Approval For Pushing 54th St. to Keystone Ave.
The City will be forced to ex-
tend its northeast limits to include
800 acres of newly developed property, within the next five years, it was predicted today by Jockiel W. Joseph, Parks Board president. Mr. Joseph told Works Board members that the extension must be made “if the City is to realize a return on its investment in extending Kessler and Fall Creek Boulevards beyond the present City limits.” Refer Him fo County

the Board to approve an extension of 54th St. from Haverford Ave. to Keystone Ave. The Board informed him that since the proposed street extension was outside the City limits, it was outside their jurisdiction, and referred his request to County Commissioners. “Our boulevards extending beyond the City limits were built originally for the express purpose of developing new residential areas,” Mr. Joseph said.
Connecting Streets Asked
“There has seemed to be a slowing down in the development of areas én the northeast side because the City never has included them as a part of its general streét deveiopment program. The boulevards are useless unless streets connecting them with other thoroughfares are developed by the City or some other agency.” Mr. Joseph added that property owners living beyond the City limits receive the benefits of the boulevards but pay no taxes to support them.
BIRTH RATE DROP LAID TO CITIES
Metropolitan Grow Growth Blamed By Professor for Sharp Decline.
NEW YORK, April 7 (U. P).— Growth of big cities has caused a decline in the American birth rate so sharp that it now is five per cent below the rate necessary to maintain the present population, Dr. Frederick Osborn. American Museum of Natural History anthropologist, told the Academy of Medicine last night. Mr. Osborn said a sharp reversal has set in after a period of great increase in the populations of both America and Europe. He asserted the decline may bring about a major shift in American history. He presented the following reproduction rate figures for this country, based on 100 per cent nécessary for population replacement. For the whole country, 95 per cent; cities over 100,000—75 per cent; cities of 25000 to 100.000—88 per cent; towns of about 10,000—97 per cent; rural village, 137 per cent; farms, 169 per cent. Racial, social and economic factors, he said, played a large part in the decline. The Jews, he said, “probably” lacked 50 per cent in children sufficient to replace their present population in the next generation. He advocated extension of birth control to equalize the birth rate, combined with encouragement of agencies that will increase births among competent parents.
SAVES 32 LIVES WITH DRUG, LOSES HIS OWN
BUFFALO. N. Y,, April 7 (U. P). —Dr. Carroll J. Roberts, Meyer Memorial (City) Hospital clinical director credited with saving 32 lives by administering the new drug sulfapyridine in pneumonia cases, died last night of that disease. Dr. Roberts was one of the first physicians in this area to begin experimenting with the drug in treatment of pulmonary cases. Stricken Monday, he failed to rally despite use of sulfapyridine in his own case.
MANGLED HAND SAVED
MONTOUR FALLS, N. Y,, April 7 (U. P)—Two doctors worked for two hours and employed 64 stitches to close wounds in the mangled hand of John Perrigo of Beaver Dam after it had been slashed by a buzz saw. The physicians said the hand probably would heal without permanent injury.

Boy, 3, Finds Nose Is Wrong Place for His Crayons.
RAYONS have only one purpose—drawing pictures of trees, dogs and horses—3-year-old Charles Spurrier decided today. Last night, shortly before bedtime, Charles placed a piece of crayon in his nose. He couldnt get it out, and it hurt, so he cried. His parents, Mr. and Mrs. Rufus B. Spurrier, 1061 W. 28th St, hurried him to City Hospital, where Dr. Cline Lidikay removed the crayon. When the “operation” was over, Dr. Lidikay asked the youngster: “Well, are you going to try that again?” The answer was “No.”

King and Queen Will Inspect Castle's Bomb Shelters.
INDSOR, England. April 7 (U. P).— The King and Queen and Princesses Elizabeth and Margaret Rose planned today to explore over the Easter holidays miles of bomb and gas-proof tunnels under Windsor Castle. Historic vaults and passages have been sandbagged and fitted with airtight doors and ventilating facilities which would enable the Royal Family to remain in them many hours. It was learned that if Buckingham Palace is in danger of being bombed, authorities plan to send the Royal Family to Windsor Castle, believing that though the castle itself is vuinerable the tunneis are entirely safe. The entrances and directions along the tunnels are marked with red arrows. The passages extend beyond the cestle, enabling those taking refuge in them to get clear of the building.
PLANS FOR FEDERAL HOSPITAL AID MADE
Officials of the County, WPA and the Marion County Tuberculosis Hospital today made tentative plans to obtain Federal aid for a proposed $100,000 hospital enlargement program. County Commissioners announced they wished to get WPA labor for the project but said “differences” cver the proposal between them and the Indianapolis labor unions would have to be ironed out before plans could be completed. Commissioner William Brown declined to say what he meant by “differences.” The program, requested by the hospital board of the County Council last Monday, would include construction of three dormitories to house male hospital employees and doctors and nurses.
DRIVER USES TACKS
SAN DIEGO, Cal, April 7 (U. P.). —Oscar S. Sachs bought a can of paint, some lumber and a tire patching kit when he repaired the damage done by an unidentified driver who smashed into his garage and then threw tacks on the road when Sachs attempted to capture him in his car.

REPORTS M'NUTT CAMP ASKS AID
Rep. Mitchell Tells of Request to Enlist Voters, Weighs Reply.
Times Special WASHINGTON, April 7—Rep. Arthur W. Mitchell (D. Ill), only Negro Congressman, said today McNutt-for-President backers have asked him to enlist the support of Negro voters for the former Indiana Governor. He said he has not committed
himself on the proposal. “I want to know more definitely Mr. MecNutt’s attitude toward the Roosevelt-New Deal program,” Rep. Mitchell said. “I also want to know more about his attitude on the Negro question.” His comment came while he was attributing Mayor Kelly's victory in Chicago to Negro votes. He listed 15 states in which he claims the Negro holds the balance of power. They are Indiana, Illinois, California, Kansas, Kentucky, Maryland, Michigan, Missouri, New Jersey, New York, Ohio, Oklahoma, Pennsylvania, Tennessee and West Virginia. Negro votes in these states will not stand for an anti-Roosevelt Democrat, Rep. Mitchell declared. “In my mind, this eliminates many men in the United States Senate whose names are now being mentioned and who are known to be anti-Roosevelt Democrats, he added. If the Democratic Party disregards the wishes of the Negro voters in these states and nominates an antiRoosevelt man it means the loss of those states and defeat of the Democratic Party.”
