would rank the modernization of our own armament. Without adequate armament to back it up, nc nation’s opinion counts today. Second I would rate evidence in Congress and in the American press of a united support of our foreign policy as expressed to date by President Roosevelt. The intimation that any man with his knowledge of history would plunge his nation into a foreign war under presentday conditions, for the questionable satisfaction of a possible third term, is an insult to the mass intelligence of ' America and dangerous propaganda material for the press of the dictatorships. Third I would list the importance of American economic recovery. Every American politician, publicist, financier, industrialist or labor leader, regardless of past differences or conflicting interests, if he is possessed of either vision or conscience should face the fact that, just as certainly as all differences would be shelved if we were at war, they should be minimized or dropped temporarily in order to prevent war. As has been said before in these articles, American unemployment is the most effective weapon in the kit of the totalitarian propagandists. Restore American prosperity and the claims for the cardboard economy of the dictators will collapse. Finally, turn the floodlights on the sham battle that is being waged in America under the names of communism and fascism. Both are of the same breed of pups—wolf pups. Neither can stand the light. Both are sworn enemies of democracy. Neither knows the meaning of, nor has the slightest respect for, the liberalism and tolerance which let them thrive under the protection of our bill of rights. Once raised to power, they are equally vicious and reactionary. Once in power, the shades of difference between them are imperceptible. As a precedent to the success of either must come the destruction of the democracy whose protection they claim. Meantime, regardless of party or difference of opinion as to its methods of getting results, the brooms principles of the New Deal, looming in importance above its failures, are still America's best answer to the challenge of totalitarianism and to the dictators’ claim to be the real champions of the world's under privileged,
TIMES ITALIAN ALPINE ARMY COMMAND IS MOVED NORTH
Two Cities Reported on War Footing; Artillery From Germany Rumored.
ROME, April 4 (U. P.) —The War Ministry announced today that the high command of Italy's crack Alpine corps had been transferred from Rome to Trento, 70 miles from the Austrian frontier, 135 miles from the Jugoslav frontier and about 180 miles east of France. It had been reported in recent days that Premier Benito Mussolini had put Trento and Gorizia on a war footing, ready for mobilization at any time. Gorirzia is 20 miles from the Jugoslav frontier, 40 miles from the Austrian frontier and about 310 miles from the French frontier. Italian military quarters said today that the transfer of the Alpinists’ high command was a “normal operation” and said it had no pearing on the strained European situation. Trade Pacts Approved Premier Mussolini reported to the Cabinet today on the international situation, and fixed the next Cabinet meeting for April 29. An official communique said the Cabinet had approved trade accords with Great Britain and Hungary. As the Cabinet met it was reported that Germany was sending heavy artillery to Italy. Usually well informed military quarters said that heavy artillery was arriving from Germany, and from the Czech Skoda works as the result of Adolf Hitler's annexation of Bohemia and Moravia.

Libya, between Egypt and French Tunisia.
Nazis Inspect Defenses
Field Marshal Hermann Wilhelm Goering, Nazi 2 and commander-in-
chief of the German Air Force, is expected to end his vacation at San
Remo tomorrow and visit Libya.
It was understood he would inspect
all defenses. Later he was expected to come here to talk to Sig. Mussolini. Paul Joseph Goebbels, Nazi Propaganda Minister,
