Democrats’ Reorganization Meeting Here Set fer Next Tuesday.

By NOBLE REED Governor Townsend said today that Fred Bays, Public Service Commission member, is the “first choice” of party leaders for election as In-

diana Democratic chairman at a meeting of the State Committee to be held next Tuesday. Attorney General Omer Stokes Jackson, who said he will resign as State chairman, announced the election will be held at State headquarters in the Claypool Hotel. “It is the concensus of most party leaders, I believe, that Mr. Bays will be elected the new chairman without much opposition,” the Governor said. Mr. Jackson’s intended resignation as party chief was announced a week ago by Governor Townsend who said the attorney general “has been wanting to resign for a long time.” Seven Others Mentioned Although Mr. Bays is reported by party leaders as the first choice for the chairmanship, seven others have been mentioned as possible candidates for the post. They include I. E. Reeves of CoIumbus, Ninth District chairman; Virgil Simmons, State Conservation Director; Samuel Jackson of Ft. Wayne, former candidate for the Democratic Senatorial nomination; Edward Doran, South Bend attorney; Samuel Trabué, Rushville, former Public Service Commission member; Edward Elsner, Seymour attorney, and Thomas McConnell, of Fowler. Mr. Bays, who is Sullivan County Democratic chairman, is regarded by party leaders as a colorful campaigner of the type needed to stem the growing strength of the Republican organization. State officials indicated that if he | is elected party chief next week, he will have to resign from the Public Service Commission post. Mr. Jackson has been under fire for more than a year because of} holding his attorney general job along with the chairmanship.

Campaign Signal Due

Election of a new chairman is expected to be the signal for priming the big guns for the 1940 gubernatorial and Presidential campaign in Indiana next year. Although the McNutt-for-Presi-dent organization has not publicly taken part in the affairs of the Indiana Democratic machine, the McNutt group is regarded as the nucleus around which the State or-

KEMPER MAY TAKE OFFICE ON APRIL 15

Charles E. Kemper, whose nomination as U. S. Customs Collector for Indiana was confirmed yesterday by the Senate, is expected to assume his new duties April 15, it was announced today. He will succeed Wray Fleming, who has held the position since August, 1933. Mr. Fleming is in Washington today, it was reported at his home, Mr. Kemper, who lives at 3559 Carrollton Ave, was nominated to the post by President Roosevelt on March 21. He has been on leave of absence from the Social Security Division of the Internal Revenue Department where he began working in November, 1936. The Customs Collector receives $4800 a year. He is in charge of all imports into Indiana except those in the northern section over which the Chicago office has charge. There are seven men in the Indianapolis office, two in Evansville and three in Lawrenceburg,
