Bids, offering a temporary loan of $800,000 for. operating expenses of . Indianapolis public schools, will be opened at the School Board's meeting tonight, Earl Buchanan, presi‘dent, said today. The borrowing, a procedure followed in recent years at this time, “is to meet payrolls and other operating expenses of the Board in anticipation of taxes levies and now in process of collection. 15,000 BANKS TO GET I. U. MARCH BULLETIN

Times Special BLOOMINGTON, March 28.—Officers and directors of 15,000 banks in the United States this week will receive copies of the March issue of the Investment Bulletin of .the Investment Research Bureau of Indiana University. The Bulletin contains an article on “Investment Counsel for Banks,” by Dr. H. C. Sauvain, professor of finance in the Indiana University School of Business, and director of the Investment Research Bureau. It will be sent to all banks of the country by . Moody's Investors Service with a recommendation that Dr. Sauvain’s article be considered by bank officials as “an able and unbiased discussion” of the bank investment counsel question.
