STOCKS RALLY FROM LOWS OF 170 3 POINTS
List Takes On Firmer Tone}
After Early Weakness; Bonds Irregular.
NEW YORK, March 28 (U. PJ). —The stock market developed a firmer tone in afternoon traqing today after a decline of 1 to 3 points. Some leading issues rallied a point or more from the lows. Most remained under the previous - close, however, and volume continued light. U. S. Steel, which touched 54% off 17%, came back to around 55. Bethlehem rallied a point from its low. Chrysler rose more than a point after sinking to 713%. Santa Fe equaled its low at 31%, off 11%, before: meeting support. Utilities recovered partially from a - decline of fractions to a point. Coppers, aviation sand electrical equipments were above their lows.
U. S. Bonds Irregular
U. S. Government obligations turned irregular in quiet dealings on the New York Stock Exchange today after an early advance to record high levels. Issues which had established new peaks on gains ranging to 12-32 point in early trade generally held those gains but other issues which had not been traded early sold down as much as 5-32 point from previous closings. Curb Stocks Down: Curb stocks lost fractions to more than a point today under leadership of utilities and industrials. Electric Bond & Share $6 preferred and American Gas & Electric had losses of around a point in the utility list. Other losses were fractional. Losses in the aviation list ranged to more than a point in Grumman. Lockheed had a major fractional loss.

low for the year of $7.40 on 200 ton 210-pounders, according to the|k Bureau of Agricultural Economics. Weights under 270 pounds were steady to mostly 10 cents lower, while heavier weights were mostly five to 10 cents higher. Vealer prices also declined, showing a loss of $1 from yesterday's levels, the top falling off to $11.50. Most of the fat lamb supply comprised shorn offerings scaling 90 to 95 pounds and sold 15 to 25 cents lower in a narrow range of $8.75 to $9.

CHICAGO, March 28 (U. P).— Ernest J. Howe, chief financial adviser, insurance section, Securities & Exchange Commission, yesterday urged a revision of standards of life insurance company investment valuation. Mr. Howe, addressing the American Life Convention here, declared present methods presented “a picture of overvaluation in insurance company assets which certainly should be rectified.” “Reported gain or loss figures are in large part a reflection on the
