ALLEGED GEM THIEF IN WEST CALLED SLAYER

Florida Seeks Prisoner in Frisco, Arrested. in-Holly-wood Raids.

SAN FRANCISCO, March 24 (U. P.) —Arrested as a “Raffles” who stole nearly a million dollars in Jewels from homes of Hollywood movie stars, Ralph Graham, 40, was found today to be wanted for murder in Jacksonville, Fla. . Police said fingerprint records sent out by the Federal Bureau of Investigation showed Graham was sought as a “Willard Barton” for 3 Saye Dec. 17, 1935, in Jackson(3 The new charge explained, officers said, Graham’s wild fight to escape capture when two inspectors tried to arrest him last night. The officers, forewarned by an underworld tip that Graham was the “phantom thief” responsible for a series of jewel robberies in exclusive Hollywood homes, waited for him near a jewlery store.

Watched Him Take Package

The two inspectors watched as he conversed with Frank Cator, the proprietor. They saw Cator hand over a package to Graham. Graham pocketed it, went outside and got into a cab, Then the two officers approached. Tall, muscular and well dressed, Graham leaped out and swung on both men. He staggered them mo‘mentarily. - He léaped for the cab again but slipped and fell heavily. ;The officers pounced on him. Manacled between them, he was “made to face Cator. The package she had received from Cator con“tained diamond bracelets, rings and Jewels valued at $80,000.

¢ Admits Raids, Police Say

5 Despite Cator’s protests that he had no knowledge of his activities, Graham named him as an asserted +“fence” called on to dispose of the ‘stolen loot. « He said he had sent the jewels to *Cator to “get rid of” but that Cdtor shad been unable to dispose of them ‘and had just returned them. Officers said Graham admitted {obtaining the jewels in ‘night raids sthis month on two homes in the “Bel-Air residential district in Los - "Angeles, near the homes of movie . Stars, including Barbar Stanwyck, Gary Cooper and Miriam Hopkins, : ch have been raided recently.

Poll Shows Roosevelt Stays Popular Despite Squabbles in Congress|

Approved by 58.2 Per Cent of Majority Party Voters, Gallup Nation-Wide Survey Reveals; Strong Among Lower Inceme Levels.

By DR. GEORGE GALLUP Director, American Institute of Public Opinion ° EW YORK, March 24.—President Roosevelt's popularity with AmerN ican voters showed virtually no net change during the month of

March in the continuous monthly presidential index of the American

Institute of Public Opinion. Freshly returned from his Carribbean cruise fo face an economyminded Congress and a tense European crisis, Mr. Roosevelt is approved as President today by 58.2 per cent of the major party voters. This compares with 58.0 last month and the month before. The continued high level of his popularity coincides with his policy of taking an aggressive attitude toward dictator countries—a policy which previous Institute studies show is approved by a large majority of American voters. : In fact, his handling of the foreign situation has been one of the most popular acts of the New Deal to date. Despite the squabbles of domestic politics and the continued split between conservative and New Deal Democrats in Congress, the President himself is more popular today than he was at the time of the Congressional election last November, when the Institute’s index showed him supported by 54.4 per cent of major party voters. The trerid of opinion on the President is shown in the replies of a cross-section of voters to the question: “In general do you approve or disapprove today of Roosevelt as President?” : Major Party Vote

» » 8 Puc approval of Mr. Roosevelt’s conduct in the Presidency does not, however, indicate support of a third time at this time. On the same ballot on which voters expressed their opinion of Mr. Roosevelt as President today, the Institute has asked whether they favored the President for a third ‘term. The last tabulation showed that only three persons in ten (31 per cent) definitely approved a third term at this time. This sentiment might, of course, change if the President actually announced himself as a third-term candidate and

conducted a vigorous campaign. The present session of Congress is one of the few during which the President’s popularity with the masses has not declined. In the Ine stitute’s 62 monthly surveys which have measured his standing there

: hae been a drop in his popularity during every session except that of

Political observers will be watching closely for signs of a change in his popularity during the remainder of the present sessiof, for Mr. Roosevelt's prestige with voters will play a large part in his wins to dominate the 1940 Democratic convention and name his successor in case he decides not to run. The President’s chief strength is still coming from the lower in-°* come levels and from voters in the large cities. Farm sentiment is about evenly divided, 53 per cent for the President, 47 per cent opposed. Urban voters are for him by approximately 6 to 4. The income groups divide as follows:
