‘CAGE 'EM’ KANE WHACKS TAXES, ‘RIBS HIS CRITICS

He’s Woburn, Mass, Mayor ~ Who Took Beds Out Of Firehouse.

WOBURN, Mass, March 23 (U. P.).—A doughty little Irish lawyer Who neither smokes nor drinks rules this industrial city of 20,000 with a bludgeon in one hand and a jester’s scepter in the other, With these figurative weapons, Mayor William E. (Cage 'Em) Kane has cut the tax rate $7.30 while entertaining with circus stunts that put to shame the best that former Mayor Bossy Gillis of nearby NewDurypors offered in his palmiest ays. And unlike Mr. Gillis, Mayor Kane has a serious purpose: behind all his stunts, from dousing street lights to mounting obese cops on aged dray horses—to dramatize the plight of overburdened ‘taxpayers. Mayor Kane was elected $1500-a-year Mayor of Woburn in December, 1937, but not until last March was his name emblazoned on front pages. Then he had built at his own exbense a $300 rubber-tired lion's cage in which he proposed to confine imhibers and show them off in the city streets. :

Heavy Drink Curbed

The mere announcement of his intention was sufficient to reduce the number of arrests for drunkenness from 14 to 2 on Saturday night. Such a hue and cry of protest arose, however, that Kane decided to hold America’s first municipal. plebiscite. The plebiscite ended in a 24561876 vote for the cage, but at the same time voters favored a 20 per cent pay reduction for teachers, firemen and police by a 4-1 ratio. Consequently, Mayor Kane slashed the salary item in the 1938 City budget by 20 per cent. Police, firemen and teachers refused to accept the cut and when funds were exhausted in October, they brought suit to recover the reduction. Mayor Kane retaliated by removing beds from fire stations so that the firemen on the night shift could not sleep while working, and ordered physical tests for both firemen 'and police. But being Mayor is only recreation for this 46-year-old attorney who boasts of winning more verdicts in Cambridge courts than any other lawyer but one. Son of an Irish-born Woburn tanner, William Edward Kane was educated in Woburn schools and first entered politics in 1914 as a cam-

paign worker for Bernard J. Golden, a OE

who was elected tax collector. He enlisted in the U. S. Marines in 1917 and served 11 months overseas. Returning in 1919, he rejoined Golden and attended Northeastern University Law School at night. He graduated in 1925 and in January, 11926, was admitted to the bar. That same year he was elected City Clerk and continued in office until his election as Mayor.
