DECLARES LAW, ULED INVALL, NEVER APPLIED
Auditor’s Aid Says Office Without Facilities to | Get ‘License Fees.
The 10-year-old law, giving State officials authority to collect “license J fees” from foreign corporations in financing personal property sales in Indiana, never has been enforced, Chief Deputy State Auditor John : Ellerbush said today. . e law, held unconstitutional in an pinion handed down yesterday by Superior Court Judge Herbert E. ‘Wilson, provides that firms not or- ’ ganized under Indiana . statutes must pay 50 cents on every $100 of sale financing business.
ur office never has had the fa-|§
cilities to collect the fees and in
# addition to that handicap there has
been, a question of the law’s validity raised continually since its passage,” Mr. Ellerbush said. “Only two or °. three firms have paid in the fees and [this money has been held in escrow pending the court test.” It was estimated that if the law were | enforced the State would col- > Jock upward of $300,000 annually in ees. Mr, Ellerbush said a bill, introduced in the Legislature, to give e the state Auditor the authority to check the books of foreign corporations| in determining the amount of fees, never was passed. The action in Superior Court was! brought by the State in an effort to collect the fees. Attorney General Omer Stokes Jackson declined to say whether the decision will ® be appealed to the Supreme Court for a [final test on the law’s validity.

, PHYSICAL HANDICAPS,
Physical disabilities are not necessarily a handicap in finding and . keeping jobs, records of the Indiana State | Employment Service showed today. Of the 197,688 private jobs filled in Indiana concerns between June #30, 1935, and March 1, 1939, there were 3510 jobs or 1.8 per cent filled by handicapped workers, records revealed. A rehabilitation placement agent, Taylor Parker, was assigned to the service early in 1934. In a survey made then it was disclosed that _ nearly 40,000 persons in Indiana * were. physically handicapped, or 12 in every thousand persons in the state. The Vocational Rehabilitation ¢ Bureau of the State Department of Education arranges for financial aid for education, and helps to obtain appliances such as artificial limbs . or hearing devices.
GRIMES BOY UNCHANGED
No change in the condition of 4-year-old James Leon Grimes was « reported today at St. Francis Hospital. Two weeks ago today he was accidentally shot through the brain by his father at their Acton home.
