Moynahan to Start Half of $250,000 Apartment at 3445 Central.
Construction on half of a $250,000 apartment building at 3445 Central Ave. will begin early this spring, J. RR. Moynahan, Indianapolis realtor and contractor, announced today. | The plans for the 72-unit brick
building were approved by the Zoning Board of Appeals yesterday. The Board approved a total of $564,000 new residential construction, one f the largest groups of applications it has received this year. f Mr. Moynahan said that he was ready to go ahead with 36 units of the proposed structure as soon as the financing, which will probably be handled by a large Eastern insurance concern, has been arranged. Another block of 36 apartments will be built shortly after the first group has been completed, he said.

The Board also approved plans or a new telephone exchange and fice building to be erected by the diana Bell Telephone Co. at 3002 N. Pennsylvania St. at a cost of $150,000. ; | Telephone company officials assured the Board and nearby property owners that a new telephone sxehangs, which is to be housed
the structure, will not interfere in any way with radio reception. They also said the building, to be constructed of brick and stone, would ‘conform in architectural style with nearby residences and apartment buildings. The Board also approved the petition of A. Edward: Mantel, real estate operator, for the erection of a storeroom at 2201 N, Meridian St., at a cost of $16,000 and Roscoe C. Neeves for the construction of a $15.00 residence at 5602 Central Ave. :

EARLHAM STUDENTS SEEK SMOKE ‘OASIS’
RICHMOND, March 21 (U. P).— |} Sixteen Earlham College students have petitioned the faculty for an “oasis” in the desert. They presented a petition to officials asking that the 92-year-old rule prohibiting smoking on the campus be modified to permit the students to smoke in one or two

Pennsylvania St. The petitions of Jean L. Burnett for zoning variance to permit operation of an ice delivery station at 2219 W. 10th St. and of Harry G. Burnett to permit erection of a twofamily residence at 5462-64 College Ave. were also granted. The Board postponed hearing on the requests of Robert O. McAlexander to operate a bottling plant in a garage building at 313 N. Tacoma Ave., and of Manuel Freeman and Henry A. Berger to erect two double houses at a cost of $10,000 at 16-22 S. Bel-
