Two New York Firms, Five Persons Listed by Wallace.

—~Agriculture Secretary Henry A. Wallace today charged two New York brokerage houses and five persons with violating fraud provisions of the Commodity Exchange Act in grain trading activities.

Secretary Wallace made the charges against H.. W, Armstrong & Co., Alexander Eisemann & Co, Joseph Buchhalter, Alexander Eisemann, William C. Durant, Catherine L. Durant, and Clement B. Johnson, all of New York. Secretary Wallace said the persons cited had been trading in grain futures on the Chicago Board of Trade through the brokerage houses named. He charged that the individuals and firms “cheated and defrauded persons for whom futures contracts were made through the issuance of misleading and false reports concerning accounts of their -customers.” ; Secretary Wallace said they promoted and operated a schéme sometimes called the “Buchhalter Plan” of trading, under which customers were led to believe that they were

PITTSBURGH, March 16 (U. P). —United Engineering and Foundry Co. today. reported net income of $3,192,619, equal to $3.82 a common | ¢ share for 1038, the second best year in the company’s history. In 1937 net income was $4,043,644 3 $4.86 a share, the highest on recWhile there was a reduction of unfilled orders at the close of 1938, ‘George T. LONDON, March 16 (U. B). —Officials of the London Stock Exchange are taking action to enable the institution to transfer its activities outside this city in the event of “war or other emergency,” it was disclosed today. Members of the exchange were requested to attend a meeting March 28 to vote on a plan to amend the deed of settlement to allow a committee to acquire alternate trading accommodations in “London or. elsewhere in the United Kingdom in case of need in the . event of war or other emérgency.”
