Could Absorb 10 Per Cent Slash, Not One-Third, Smith Declares. .

Indiana townships face a possible “desperate” relief problem this spring if Congress fails to: restore the $150,000,000 cut from the Congressional WPA appropriation, town ship and WPA officials said today.

John K. Jennings, State WPA Administrator, warned: yesterday that at least 30,000 families now supported by WPA may be cut off by May 1 if President Roosevelt's request for additional funds’ is not granted. : : This would bé" abot: one-third o the 89,764 families now on WPA the State, according to Mr. Jennings’ figures. ; Leo X. Smith, Indiana Township . Trustee Association attorney, said he believed most Hoosier townships could absorb a 10 :per.cent WPA reduction in their relief rolls.

: Ludlow Asks Summary “A sudden reduction of one-third inthe WPA rolls would throw a

great burden on townships,” he said. “It might be greater than ‘many of them could stand.’ ° He also disclosed that he had been requested by Rep. Louis Ludlow (D. Ind.) to prepare a summary of relief conditions in the State. Mr. Smith said he had been asked by Rep. Ludlow whether the townships could bear the burden of taking on WPA families’ removed from the rolls. Mr. Jennings asserted that the present relief load had put many counties on the “brink of bankruptcy” and that the addition of 30,000 WPA families would be “tremendous.”

Could Issue Relief Bonds

Mr. Smith said he believed that Center Township, which handles the bulk of the direct relief burden in Marion County, could accommodate an increase of about 4000 families by issuing relief bonds, Meanwhile, figures compiled by the State Welfare Department, showed that Indiana’s total relief load, including direct relief, WPA and State Security Aid, was greater on Jan. 1 than at any time in the State’s history. In December, 1938, there were 225,434 cases receiving some form of State or Federal aid. This represented a total of 650,000 persons who were the beneficiaries of State and Federal aid programs. State Welfare Department officials said that virtually no persons cut from WPA rolls could receive . immediate assistance from any of "the State Security Aid programs.

NEW LAW TO PARE RELIEF ROLL HERE

The new law extending poor relie: resident requirements from. one tc three years eventually will reduce Center Township relief rolls by 15 per cent, Leo X.
