Times Special 2 WASHINGTON, March 10. — Should the Supreme Court uphold Justice Frankfurter’s “serious doubts” regarding the power of Congress to permit reciprocal income tax on Federal and State employees, Rep. John W. Boehne Jr., will seek adoption of a Constitutional Amendment he announced today. As a member of the tax subcommittee of the House Ways and Means Committee, Rep. Boehne favors both the reciprocal salary tax and removal of exemptions from Governmental securities as recommended by President Roosevelt.

Although the President contends that these things can be accomplished without an amendment, Rep. Boehne had already put in a bill providing for a reciprocal tax
