Former Kansan Has Made!

Public Service His Life’s Work.

LANSING, Mich., March 9 (U.P). —Harold D. Smith, who has been appointed by President Roosevelt as Federal Director of the Budget, ef- . fective on April 15, is a former Kansas farm boy who has made public administration work his profession. He ;has:been associated with governments: and government research continuously since he finished his formal - academic training at the University ‘of Michigan in 1924. He was. born on a farm near Haven, Kas.,, on June 6, 1898, and was graduated with an engineering degree from the University of Kansas in-1922. -Two years later he received: a master’s degree in public administration’ from the University of Michigan. = ° He Served. one .year in the Detroit Bureau of Governmental Research and three years as engineer and municipal consultant for the Kansas Munigipal League. In 1928 he became Director of the Michigan ‘Municipal League with headquarters at Ann Arbor and in 1935 and 1936 was director of the University of Michigan governmental research department. | Former Governor Frank Murphy called him to Lansing in May, 1937, as administrative assistant and on July 1, 1937, he was appointed budget director. The new Republican Governor, Frank DB: Fitzgerald, had announced that he intended to retain Mr. Smith as budget director, at least until the State’s 11 million dollar hospital building program, which Mr. Smith supervised, is completed. Mr. Smith has supervised in Michigan the installation of a new accounting system in the state government. ' It is designed to give the Governor, an accurate picture of state finances at the end of each month. .

They indicated, however, that it would contain a description of the powers of the Federal Government, under the existing setup, to aid California in meeting the problem, and possibly suggest new legislation to. broaden such assistance. . The policy of the WPA, since the old Federal Emergency Relief Administration was abandoned in 1935, has been for State authorities to care for transients or return them to their original homes. The FERA setup, however, had provisions to finance a transient program. It was understood that the report will touch the California situation specifically, but some officials believed that it may form the basis of a national policy. Texas, Florida,

S. Housing Acministration, the U. S, Employment Service, and the U. 8. Public: Health Service.

Chief Morrissey and William Evans, schools safety director, today studied a request for installation of a stop-and-go traffic signal at School 69, 3500 N. Keystone Ave., to replace the present flasher warning signal. The request was made by Dr. Walter A. Byers at the meeting of the Citizens Safety Committee yesterday at the Indianapolis Athletic Club. ; Meanwhile, Chief Morrissey and

dren were going to school. Mr. Evans said there had been no accidents reported to him at the intersection. New officers for the committee wiil be elected at the April meeting.
