MARRIAGE BILL " 0.K, EXPECTED
Syphilis Test With License
The House hygienic marriage bill was scheduled to be passed by the
The measure, which would require
syphilis fests for marriage license blic health safe-
an attempt to strike out a Senate amendment in conference committee. The amendment would provide that only Indiana physicians could make physical examinations also required under the proposed act. Modeled closely after the New York hygienic marriage law now in New York, the Indiana measure wotild require: ; : 1. That applicants submit to a standard serological test for the discovery of syphilis within 30 days of application for license.
"2. Physical examination by an In-
diana physician to determine freedom of syphilis. 8. Use of license within 60 days after its issuance. . 4, That a blood test be made by
set by Indiana University Medical School. £m - 5. Physicians to send blood specimens to the laboratory through the mails and that specimens be retured to physicians in the same manner. a : ; 6. Physicians - to file reports of tests with the Health Department, which would be held in confidence. 7. Applicants to -file with marriage license’ applications a form from the physician setting out that the test was made and giving the results of his examination. The form would also set out the date the test was taken. ® Senator Elliott Conroy (D. Hammond) introduced:the amendment providing that only Indiana physicians make examinations. : Sponsors of the bill, which include the Indiana State Medical Associa-
have reported they are opposed to the amendment and will seek to have it stricken out in a conference of Senate and House committees. They charge the amendment would work a hardship on out-of-State persons wishing to marry Indiana residents and thus would make the proposed act unpopular.
The bill, as now drafted would|
permit a couple to obtain a license in any county in the State. Under the present statute the license must
be issued in the cougty of the bride’s| Fo:
residence.

faced the prospects of night sessions to break the bill jam. Since the _ Senate has amended and passed a House liquor reform bill, diffcrences between the legislators are expected to be ironed out by conjerence committee.
The House Ways and Means Committee today began its final budget whacking session. It announced a schedule of work straight through until tonight to finish its study. Tomorrow is the earliest that the appropriation bills can be brought out onto the floor of the House to be put on their way to passage. They must then go to the Senate for approval and back to the House for agreement of possible amendments—a large order with only seven days remaining in the session. ’ Two other questions which threaten to become real issues. involved ‘the House-approved and Senate rewritten bill to repeal the truck * weight tax law ahd the House gas tax. redistribution bill.
“ Rewritten in Senate
The first of these, as passed by the. lower chamber, was designed solely to abolish the weight tax. In the.. Senate. Roads Committee the measure was rewritten to increase “ the. gas tax from 4 top cents and
lower all passenger car license fees a
to $1.
The bill is ready to be called down for third reading in the Senate today. If the Senate approves, it must go back to the Republican House for concurrence,
The other. bill would take away more than $1,250,000 annually allotted to the State general fund from the gas tax, and increase the State's distribution to local governmental * units: for road building purposes at - the expense of the State Highway Commission. The Roads Committee was scheduled to igo into executive session over this bill tonight and is expected to revise it in favor of the State. More than a dozen county, rommissioners: from throughout the State asked passage of the bill at a Roads Committee hearing Friday, charging that the State Highway Department didn’t need the funds
' - and that the department was
“wasteful.” Senator John Webb (D. Indianapolis), Committee chairman, said
: he thought. the bill unfair-to the z State and if allowed to pass as now
| drafted would “practically abolish” _ the State Highway Department. * He declared that several of the Ccmmittee members felt the counties should have more of the gas tax funds but not as much as provided in the measure. . ‘Liberties Bill’ Passes
The Senate today passed and sent to the House a bill to’mandate organizations who ‘participate in a strike to register with the circuit court clerk. The vote was 34 to 7. . Anather : civil liberties bill, also ~ introduced by Senator Jacob Weiss (D. Indiahapolis), mandating cities to permit parades or public gathering by any organizations was de-
measures were on third reacing in the upper chamber. The Hotuise today! killed the Nahand bill to return the 15-team State high’ school basketball tourney to Indianapolis and to provide afh« letic scholarships for players \ The action came after two attempts by Rep. Arnold Nahand (D. Indianapolis) to amend the bill to require that basketball could not be played before Dec. 1 and io provide for an immediate distribution of reserve funds of the Indiana High School Athletic Asscciation had failed. | The successful motion to indefinitely postpone| was introduced by Rep. Harry R. Fawcett (R. Kokomo) who said: ar “I don’t believe this bill deserves much consideration.» We are sticking our fingers into something here that we have no business to meddle with.” ; ;
TOWNSHIP _BILL PASSES IN HOUSE
Twenty-Four Square Miles Is Limit Put on Units.
to the Senate a bill to prohibit establishment . of new townships having an area of less than 24 square miles or a total taxable property valuation of less than $200,000. The vote was 91 fo 0. Rep. Winfield K. Denton (D. Evansville), the measure’s author, explained that this meastire was designed to keep county commissioners from dividing up existing townships into small unils that would® be uneconomical to administer. : Sponsored by the Indiana Taxpayers Association, the bill was drafted as an outgrowth of disputes among residents of townships in
‘| Carroll, White and Morgan Coun-
ties. Most of these disputes involved school fights. : “The purpose of this bill is to save the taxpayers money,’ Rep. Denton said. “It would prohibit the establishment of townships that were so small and poor as to place a heavy burden on property taxpayers.” ; ; ] -

feated by a vote of 22 to 18. Both
Adequate
and Dependable
Last year the Illinois Central System met
£
the needs of business and individuals by carrying 9,412,956,488 tons of freight one » mile and 604,649,960 passengers one mile.
That’s adequate and dependable trans.
portation.
¥
To serve so completely and successfully
is the ideal of a common carrier. It means
we must be prepared to carry anything, any
time, anywhere we
go.
Nor may we discriminate. We must take
care of all.
°
Adequate transportation requires track,
power and cars in volume ample for the
business. Dependable transportation requires
Toyal, willing, intelligent operation.
The proper combination of these factors is a large order, but we filled that order last year, and we will fill it again.
