By DANIEL M. KIDNEY . Times Staff Writer WASHINGTON, Feb. 24.—A Republican Congressman from Indiana’ emerged today as the principal defender of Governor Townsend and the State's campaign against re! Quction ‘of Southern freight rates. i He is Rep. Charles A. Halleck, of the Second District, a member of the Interstate and Foreign Commerce Committee of the House. It was his questioning of a witness before the Committee which brought out the fact that the case of the Southern Governors before the Interstaté | Commerce Commission does not contemplate any reductions except on commodities shipped from the South into the North and Bast, te: Rep. “Halleck contends that is Prime facie evidence that their interest ‘ lies in capturing Northern industrial markets from Indiana and other Northern manufacturers and not in any mere “equalization” as has been contended. ¢ Southern Congressmen and Senators have introduced bills to bring about the Southern rate reductions, although the ICC has not ruled in the case...

} Joseph G. Kerr, chairman of the Southern Freight Association, Atlanta, Ga., was the witness crossexamined by Rep. Halleck. He told the committee that all the railroads in the. South and all the big shippers with whom he is familiar are against the proposal to establish few rates there by statute. It already. is cheaper to ship from the South to the North and East than to ship from the North and East into the South, despite the cry to the contrary, Mr. Kerr said. He has spent 35 years with the South-ern-railroads and is thoroughly familiar with their rate structures, he declared when asked regarding his qualifications. : He also was one of the principal witnesses in the ICC case, “The position of the Southern railroads, so far as the Southern Governors’ case -is concerned, is one of sympathy where the so called destination level is necessary to meet the competition, but we did not. go along with the Southern Soyeuse case,” Mr. Kerr testi-
