Dr. Elliott said that American ideas and ideals of education have been firmly implanted in the Islands, He described plans for re- . building the University, of Manila on the edge of the city at a cost of 12 million to 15 million dollars, to provide for 8000 students. The University is being reorganized on the pattern of a modern American uni- . versity, he said. Harold Stoelting, president of the Association, welcomed Dr. Elliott in behalf of the alumni. Members of the State Legislature who are former Purdue students also were guests.

FAYETTEVILLE, Ark, Feb. 23 (U. P.) —Capt. Douglas E. McDowell, 76, a Spanish-American war veteran, newspaperman and pioneer advocate of the medicinal value of herbs, died yesterday in the War Veterans’ hospital of a heart attack. In the early part of the century, McDowell gained wide publicity in a dispute with Federal authorities over the medicinal benefits of the herb ginseng. He became one of the largest producers of ginseng in the country. Mr. McDowell worked on newspapers in Ness City, Kas, Cincinnati, Indianapolis, Louisvilie and Nashville. He helpéd establish the Louisville Dispatch.
