LOCAL OPTION BILL DUE FOR ‘THIRD READING

House to Get Controversial Measure on Floor Again Today. As Democratic Senators attempted to patch up the split that has de-

veloped in their ranks on the subJect of liquor law reform, a local

.. option bill was ready for third read-

ing in the House. During a conference with Governor Townsend last night majority members of the Senate were divided on reform proposals involving beer wholesalers. Meanwhile, a Senate liquor hill designed to prohibit gambling in blaces where liquor is sold, and to eliminate other abuses in the Aicoholic Beverage Act, was passed 38 to 10 and sent to the House. The bill, amended to exclude clubs from its provisions, provides a seven-day limit for extending

credit between wholesalers and re-

tailers' and prohibits sale of |distilled liquor in quantities of less than 2.4 gallons.

G, O. P. Renews Demand

* Declaring that they would block passage of the biennial appropriation bills until their position was agreed to, Republican Representatives and Senators have asserted they want a complete separation of the beer wholesale business from partisan patronage. This position also is said to be held by many Democrats in both houses. All members of both parties are agreed on the elimination of the beer. ports of entry. Disagreement among Democratic Senators has resulted, it was said, on the question of removing the limit on the number of wholesalers and thus removing the monopoly which now results and: the extension of territorial sales limits for wholesalers. The question of earlier closing hours for taverns also has promoted disagreement among Senators from large centers and those representing rural areas, it was said.

Compromise Sought

Senator Frederick F. Eichhorn (D. Gary), caucus chairman, today was ordered to name a committee of five Democratic Senators who also were lawyers to attempt to reach a compromise favorable to all members of the party. Although the Senate has writfen new provisions into the Republican liquor reform measure which passed the House several days ago, there is no agreement on the subject among majority Senators. Three other liquor bills also are pending in the Senate. It was not known whether the committee to be chosen by Senator Eichhorn would attempt to amend one of the bills now pending or to draft a new measure. The local option bill awaiting final House action. was introduced by Rep. Herbert H. Evans (R. New Castle). It would re-enact the old Nicholson Law which governed retail liquor cutlets in the preprohibition days. When the bill came up for second reading in the House yesterday afternoon, a motion to indefinitely postpone it was introduced but was defeated on a roll call vote, 51 to 32. The vote marked the second test of local option sentiment in the House. When this measure was reported out of committee several days ago an unsuccessful attempt was made to kill it. *

House Adopts Amendment

Before advancing this measure, the House adopted an amendment which would give women equal rights with men to operate taverns ' This amendment was -offered by Rep. Bess Robbins Kaufman (D. Indianapolis), who said she thought women tavern operators probably “would lift the ‘moral tone of these places.” Under this bill residents in governmental units as small as wards' and townships can remonstrate against the location of retail liquor outlets in their neighborhoods. Rep. Jack O'Grady (D. Terre Haute) introduced the’ unsuccessful motion to. indefinitely - postpone this measure. If this motion had carried, the subject matter would have been killed for this legislative session. The bill’s author, Rep. Herbert H. Evans (R. New Castle), in asking that the bill be advanced, said: “We have a peculiar situation in this Legislature. This House passed one liquor bill and sent it to the Senate. The Senate struck out everything after the enacting clause and wrote in a fool bill that no one will stand for.

Backed by Republicans

“I have talked with the respectable saloonkeepers in New . Castle and they want this bill passed. They said that unless the liquor trade is properly regulated in this State that Indiana would go dry two years from now.” Most of the support: for this measure came from the Republican side on the roll call, but there was no clear division according to party line.

State Excise

Hugh Barnhart, State excise director, was to appear before the House Ways and Means Committee today at its second hearing on the $84,801,496 biennial budget bills.

Yesterday the committee increased to $470,726 the total reductions made so far when it sliced off an additional $92,598, most of it from the State Police appropriation. Earlier in the week a $378,128 cut was approved. Other reductions approved by the Committee included a $500 decrease in the salary of the head of the State Probation Department and a 10 per cent cut, excluding personal services, in the appropriation for the Board of Public Printing. Rep. J. Frank Smith (R. Lafayette), Committee chairman, again warned the members that “this bill has to be moved out soon,” after some of them said they would be unable to attend a proposed meeting tonight. Rep. Smith Warns Again While cancelling tonight's meeting, He cautioned them against making engagements after dinner. Rep. Edward H. Stein (D. Bloomfield) minority floor leader, has stated that a week is the minimum amount

‘of time needed to pass an appro-

priation bill in both houses. Although Don F. Stiver, State Safety Director, said that $185,000 had already been cut from his original request by the Budget Committee, Ways and Means members .approved, with two dissenting votes, the State Police reduction. A motion to include police officers salaries in the slice, made bf Rep. Robert Hoover (R. Goshen), was lost. Mr. Stiver said that his department employed 300 persons, 234 of

The Indiana Senate today took its second step in 24 hours toward “reforming” the State’s election laws when it passed by a vote of 34 to 10 the bill to provide a recount system under jurisdiction of the Supreme Court.

the upper chamber passed, 34 to 12, the measure to restore the nomination of Governor and U. S. Senator to the direct primary. Both bills now are awaiting consideration by the House. The recount bill, introduced by Senator Jacob Weiss (D. A companion bill to the primary election measure now is pending in the House but is expected to be sidetracked to hasten final action on the Senate proposal. The latter is a compromise measure. : Originally, a bil: was drafted to include all State officers in the primary election, as well. as Governor and U. S. Senator. This was 0 ‘by leaders of both parties who said it ‘would be ‘difficult to get people to‘ run, in the State races

since the ‘cost: of campaigning for

these offices would be so great.
