~The House of Representatives today advanced to third reading without debate three measures which would establish a merit system for te: employees, set a flat $6 automobile license fee and reorganize
State -Health Board. Governor ‘Townsend, meanwhile, announced he has signed the. bill passed by both houses to exempt municipally-owned property from taxation. The merit pill would apply to all State employees except those working in penal or benevolent institutions. It is sponsored by the Indiana League of Women Voters. Under its provisions, a State personnel division would be established to administer the merit plan. The measure would be effective next duly. Amendment Loses When the automobile license fee bill came up for second reading, an amendment was introduced to make the flat fee $5, but this was defeated on a vpice vote. The present scale is from $5 to $10 with the averagé payment $7.35. Under the provisions of the Health Board Bill, the Board would be:-composed of 10 appointive members including a civil engineer; dentist, pharmacist, veterinarian and six ‘physicians. Lieut. Gov. Henry F. Schricker yesterday cast the deciding vote which killed a Senate bill designed to provide legislators with $5 a day for expenses in addition to their regular salaries. As it is the $125,000 appropriation bill to pay expenses of this session, which was passed the first day the Legislature met, is not expected to be enough to cover all costs. An additional appropriation measure may have to be introduced and rushed through.
Labor Bills Lag
Organized labor’s attempts to secure minimum wage and hour legislation at this session apparently have hit a stone wall in the House. The House Wages and Hours Bill, modeled after the Federal statute, has never been reported from the House Labor Committee and an attempt to force this same committee to report out the Senate-approved minimum wage bill, a compromise measure, has failed, The Senate passed the minimum wage bill thinking it would satisfy
labor groups in the event that no
action was taken on the House measure. A bill to make it unlawful for telephone and telegraph companies to lease wires for the dissemination of gambling information was pending in committee following its introducton yesterday by Senator Walter R. Beardsley (R. Elkhart).
Aimed at Handbooks
, According to the bill’s author, this measure is aimed particularly at . outlawing the communication systems installed in horse race handbook betting establishments. Under terms of the measure con-
tracts for the use of private lines would be filed with the Indiana Public Service Commission and use of the wires for other purposes than that specified in the contract would be illegal. Advanced to third reading in the House today were House measures to: License all vending machines. Objections were raised that this measure did not use strong enough language in declaring that its provisions were not to be construed as legalizing gambling machines. Exempt Rural Electric Membership Corporations from payment of property taxes. Divorce politics from relief by forbidding candidates to make promises concerning the increase or decrease in relief or to accept political contributions from persons on relief. Give proprietors of laundries and dry cleaning establishments the same reductions in gross income tax rates as retail merchants.
Votes Publicity Cash
The House passed and sent to the Senate a bill to appropriate $100,000 during the next biennium to pay expenses of an ll-member Indiana Publicity Council to advertise the State’s educational, recreational, commercial and residential advantages. The final House vote was 66 to 16. A measure to license watchmakers and establish a State Watchmakers’ Board also passed the
House, 58 to 21, and was sent to the ‘Senate.
Pending on third reading in the House today is the revised Republican measure aimed at placing the “Two Per Cent” Club, Democratic campaign fund collection agency, under provisions of the . Corrupt Practices Act. The first G. O. P. bill on this subject was withdrawn from third reading and smothered in committee after Democrats pointed that because of an error in the method of drafting the measure it actually would take all the teeth out of the Corrupt Practices Act.
