In Case of

69 Per Cent in Both Major Parties Vote ‘Yes’; Feel America Would Be Threatened in Event Of Fascist Victory.
By DR. GEORGE GALLUP Director, American Institute of Public Opinion
, Feb. 22.—A majority of American voters believe that war in Europe tomorrow between Great Britain and

States should do everything possible to help England and France win,

This fact, revealed in the final results of a survey on foreign policy by the American Institute may indicate an important trend of public / opinion away from the traditional policy of isolation. American sympathy

dislike of the dictators has now apparently reached the point where the voters would want to find some way of sending aid to their biggest World War allies, short of actual military - support, in time of war. . The Institute conducted its national survey of voters on the
AMERI INSTITUTE PUBLIC/OPINION
‘issue raised after President Roose-
velt's conference with the Senate Military Affairs Committee two weeks ago: “If Germany and Italy go to war against England and France, do you think we should do everything possible fo help England and France win, except go to war ourselves?” The vote is: Yes Secs acroe es esP eNO RPYS No ....... Cie braver 31 Only 8 per cent said they had not yet formed an opinion on the issue. Especially significant is the vote by parties. It shows that sentiment among the rank and file of Republicans is almost identical with sentiment among Democrats. If Republican leaders seek to make a party issue of the foreign policy question—and there are already indications that they may—the rank and file of Republican voters may not share their views at this time. The party vote in the survey is: Help England and France? Yes No Democrats ....... oo 11% 29% Republicans .... 9 31 Other party voters ......... «eo 65. 35 Other Institute surveys have found that public sentiment is against America going to war. But the majority,as shown in the present study, would not favor the other extreme either—complete aloofress from Europe’s quarrels—if the European democracies were faced with disaste ’
r One reason for this sentiment is made clear by a second question in the Institute survey. Voters were asked: “If Germany and Italy defeated England and France in a war, do. you think Germany and Italy would then start a war against the United States?” - The vote is: Yes ....... No Approximately one voter in every six had formed no opinion on this question,

doubt that the dictator powers could successfully. invade the United States after they had faught an exhausting war in Europe, the results do indicate a feeling on the part of many voters that American interests would be. much less secure if the Fascist powers triumphed abroad.
Earlier Institute studies show that the public regards-Herr Hitler's military and economic ambitions as virtually limitless. - Most voters. feel that giving colonies to Germany will not appease the Nazi regime, and when the public was asked whether they believed Herr Hitler's statement that he has no more territorial ambitions in Europe, 92 per cent replied “no.” Opinion on giving aid to England and France shows practically no variation by age groups. Voters of all ages from 21 and up are aproximately 7 to 3 in favor of it. There is some variation by income groups, however—the poorer voters being less inclined to give aid abroad than the middle and upper class voters. The actual vote is:

how far the public thinks the
United States can go in aiding England and France without being drawn into a war herself. In the next few weeks the Institute will conduct a series of surveys to‘'determine what specific action the voters. would consider relatively safe.
