Halifax Looks for Spanish War Climax; Negrin, Azana Split

LONDON, Feb. 17 (U. P.) —Foreign Secretary Viscount Halifax has indicated to Conservative members of the House of Commons Foreign Affairs Committee that the climax of the Spanish civil war is expected at any moment, it was understood today. ! Coincidently it was reported in diplomatic quarters that both the British and French special envoys to the Rebel Government had been instructed to ask Generalissimo Franco how far he would go in accepting the three-point peace program advanced by Loyalist Premier Juan Negrin just before the fall of Catalonia. These points were outlined by Dr. Negrin at a meeting of the Loyalist Cortes, or Parliament, near Figueras on the night of Feb. 1, just before the fall of Catalonia: (1) A guarantee of independence and integrity for Spain; (2) Freedom from all foreign influences and a free life for the Spanish people; (3) No per- . secution of the civil population and no reprisals. The Admiralty meanwhile is to inquire regarding suspected leakage of secret information to Germany on Great Britain’s new 35,000-ton battleship King George V, it was announced officially today. The battleship; first of five new ships of the King George V class, is te be launched by King George VI at Newcastle Tuesday. British newspapers recently have featured quotations from the German publication “Pocket Book of War Fleets,” giving alleged secret details of the vessel which are unavailable to inquirers in London.

Cabinet Members Attend

Lord Halifax made his statement, a long and detailed one, at a secret meeting last night at which not only the Conservative members of the House Foreign Committee, but nearly all members of the Cabinet were present. PARIS, Feb. 17 (U. b>. — Generalissimo Franco has protested to the Government against activities in

Paris of President Manuel Azana and Foreign Ministers Julio Alvarez del Vayo of the Spanish Loyalist regime, it was learned today. The protest was made through Rebel agents here on the ground that activities of the Loyalist leaders at -the Spanish Embassy here violated the privileges of asylum. As the profest was made, French Right Wing newspapers began a campaign demanding that the Government forbid President Azana and Senor del Vayo to engage in any political activity on French soil. Senor del Vayo intended to fly back to Madrid today to consult the Loyalist Cabinet. He canceled his plans and resumed talks with President Azana when he received a reply from Premier Juan Negrin to a long coded report he had sent, reporting his failure to convince President Azana and Diego Martinez Barrio, vice president and leader of the Cortes, or Parliament, to go to Madrid. Peace Talks Rumored

Despite the Rebel protest against activities of President Azana and Senor del Vayo, it was understood that Gen. Franco had agreed to receive personally Senator Leon Berard, who is to leave for Burgos tonight on his second visit as special envoy to the Rebels. M. Berard goes. with a definite basis of proposals, given him by Premier Daladier. Great Britain and France were expected to announce de facto recognition of the Rebels as soon as Senator Berard reported from Burgos that his conversations had been satisfactory. It was reported 'in a Paris newspaper today that negotiations for peace were being conducted between President Azana and Jose Maria Quinones de Leon, special Rebel envoy in Paris, with Sir Eric Phipps, British Ambassador, as intermedi-

An informant said Viscount Halifax, after reviewing the British Government’s decision in principle to recognize the Rebel Government, emphasized that he was unable to fill in the details because nothing had been definitely settled. Lord Halifax told the meeting, the informant said, that in anticipation of a speedy end of the civil war the Government was evén now organizing a trade mission with the double object of safeguarding existing British interests in Spain and planning arrangements for extending those interests in the reconstruction.

This report was definitely denied today by Ifyalist, Rebel and British sources. Apparently President Azana had broken definitely with Premier Negrin. He refused to return to Madrid and his supporters said he continued to urge compromise and an ‘early end of the war. Also he was said to take the stand that he could not be deposed and that even if attempts were made to depose him his only legal successor, for the immediate present, could be Martinez Barrio, the Vice President, who is here.

BERLIN, Feb. 17 (U. P.).—Fuehrer Hitler, opening the annual automobile show, announced today that he had determined to rid Germany of careless drivers and automobile thieves. ¢ Attacking careless driving as “unNational Socialist” and denouncing careless drivers as engmies of Naziism, he said: “It is ridiculous to waste our raw materials through speeding accidents.” Placing the new “people’s” car on view, Herr Hitler promised that mass production would be started as soon ‘as possible. Two of the new cars, black and of sedan type, were on view, one on each side of the speaker's platform. The cars are to sell for about $400. It was understood that deliveries would be started some time in 1940.
