Bill to Create Harbor and Terminal Board Due To-
day; Teachers Retirement Fund Changes Are Given Approval by Senate.
While Speaker James Knapp was/admonishing House committees for
failure to kill more measures, the Senate today passed an amended House
bill to permit teachers in service before 1921 to join the State Teachers’
Retirement Fund.
This bill now goes to the House for concurrence in Senate amend-
ments. Meanwhile, Lake ‘and Porter
County Senators said they would introduce this afternoon a bill to create an Indiana Harbor and Terminal Board as a forerunner of the proposed establishment of a “steel city” on Lake Michigan near Valparaiso. The Teachers’ Retirement Fund Bill would leave with the State Treasury Department the decision to place the fund on a “pay-as-you-go” basis. The State now pays foursevenths and the teachers threesevenths of the cost of the operation of the fund. "May Save 20 Millions
However, prior service teachers are required to pay up arrearages before being permitted to join the fund. These arrearages and anticipated new contributions to the fund are expected to mean a saving of about 20 to 30 million dollars to the State over a 20-year period, according to Senator Walter Chambers D. Newcastle), who aided in amending the House measure and who sponsored a similar measure in the Senate. The bill to create an Indiana harbor and terminal as forerunner of establishment of a “steel city” on Lake Michigan near Valparaiso, was to be introduced into the Senate today by Lake County Senators. Senator John W. Van Ness (R. Valparaiso) said the bill to create a “steel city” would enable the State through establishment ‘of an Indiana Harbors and Terminals Board to putchase land and cooperate with the Federal Government to establish a terminal at the site of Bruns Ditch. He declared .such a harbor and terminal would bring establishment of a steel plant there by the Midwest Steel Corp. a subsidiary of Wierton Steel of Pennsylvania.

The Midwest Co. which now operates a steel plant near Chicago, has purchased 1000 acres at the Burns Ditch site, Senator Van Ness said. The Burns Ditch is located three miles east of Lake County line in Porter County. Considered on second reading yesterday was the House bill to create a State Egg Board which would regulate the egg industry. The bill's author, Rep. Hobart Creighton (R. Warsaw), defended the measure as providing “protection for the public.” Rep. C. Y. Foster (R. Carmel) said the Agricultural Committee had considered this measure and believed it was a good bill. “This bill would operate for the benefit of a few poultrymen but the grocers would have to finance the operations of this bill,” Rep. Russell N. Gavit (D. Hammond) said in opposing the measure. A motion to postpone indefinitely was introduced by Rep. Edward P. Barry (D. Indianapolis) and proponents of the measure said that this state now was a dumping ground for poor eggs produced in other states. The motion failed on a voice vote and the bill advanced to third’ reading. Also advanced to third reading was the House joint resolution which provides agreement to the proposed Constitutional amendment proposed by the last Legislature
