Normal Tax and Surtax Rates
The Revenue Act of 1938 provides for only one normal tax rate, that is, 4 per cent on the amount of the net income in excess of the allowable credits such as the personal exemption, credit for dependents, ete. The act provides for an additional credit for the pur- -
pose of the normal tax of an earned income credit, that
is, 10 per cent of the amount of the earned net income but not in excess of 10 per cent of the amount of the net income, personal exemption and credit for dependents are also allowable as credits against the net income for the purpose of tHe surtax, the resulting net income being designated “surtax net income.” The surtax is imposed on surtax net incomes in excess of $4000. The rates increase in accordance with the amount of surtax net income included in varying so-called surtax brackets. On a surtax net income of $4000 or less there is no surtax. income in excess of{4000 and not in excess of $6000, the rate is The surtax upon a surtax net income of $6000 is $80 and upon a surtax net income in excess of $6000 and not in excess of $8000 the rate is 5 per cent of such excess in addition to the $80, or a surtax of $180 upon a surtax net income of $8000. The surtax on a -surtax net income of $5,000,000 is $3,591,and upon a surtax net income in excess of: $5,000,000, 75 per cent, the maximum rate, is applicable to such excess, in addition to the $3,591,000. Many taxpayers make the error of applying the maximum rate instead of the rate provided for in the bracket in which their surtax net income is included. Opening quotations in wheat were slightly easier, reflecting a lower Liverpool market and, prospect of frequent precipitation in the grain belt during the next week. May wheat was supported at 68% cents, and sufficient scattered demand developed to hold the market fairly steady at the lower levels. General trading interest was at a low ebb, and there was little pressure on the selling side. Liverpool wheat closed % to % cent lower on expectations of large world shipments this week and slow cash demand in the United Kingdom. Winnipeg drifted, lower. It was reported that two cargoes of American wheat were sold to Russia from the Pacific Coast. Trade circles believed that further sales of Pacific Coast wheat would be made to China. : The weather map showed dry weather in the Southwest, and the forecast for Sunday indicated mainly clear weather. The weekly forecast, however, predicted frequent precipitation during next week, Corn prices ‘encountered commission house and local selling.

Georges Enesco will continue his one-man campaign in the interest of Rumanian music when he conducts his gecond broadcast concert of the season with the New York Philharmonic-Symphony Orchestra kit 2 p. m. tomorrow, CBS-WFBM. The versatile artist not only: has
programmed his own Symphony No. 1, but a work of his own fellowcountryman and godson, Dino Lipatti. Mr. Lipatti who will not be 22 until next month, is to be represented by a piece called “Chef cu Lautari,” and translated as “Merrymaking With Fiddlers.” The young man has several major compositions to his credit, and has attained considerable success as a pianist. Also on the program are Mozart's E Flat Symphony (the same one you heard Ferdinand Schaefer and the Indianapolis orchestra play on Wednesday's broadcast); the Ballet Music to “Casanova” by Deems Taylor, and Debussy’s “The Afternocn of a Faun.” Anent the Deems Taylor music, it might interest you to know that tomorrow’s excerpts are from the second score which Mr. Taylor wrote for Sidney Howard’s adaptation of “Casanova.” Producer Gilbert.
