In State Who Stutter or Whose Hearing Is Impaired.

By PAUL BOXELL Times Bloomington Correspondent : BLOOMINGTON, Feb. 3.—At least 30,000 children in Indiana are , severely handicapped by speech and hearing impediments, yet are re“ceiving little corrective training, Dr. Robert Milisen, Indiana University

Speech and Hearing Clinic director, declared today.

In efforts to correct these conditions, the University has created a ‘ straveling clinic” to give direct aid to school children within their own

.. school systems, Milisem. A statewide itinerary has been . arranged for the clinic. Handicapped. children will be examined and an individual treatment program to. be administered by school : officials will be prescribed. , The Traveling Clinic is sponsored by Psi Iota Xi/national service so-

rority and the University Extension |

division, according to Dr. Milisen,

Project Launched Last Fall

Psi Iota Xi launched the project last fall with a grant of $10,000. Progress of the clinic will be a major topic of discussion at a mid-year meeting of the sorority’s national chapter at the Columbia Club in Indianapolis tomorrow. More than 300 delegates are to attend. To date, the four clinicians comprising the clinic haxe examined 850 speech-defective children and have interviewed an equal number of parents in four centers—Indianapolis, Kokomo, Muncie and Richmond. ‘The clinic is in Washington this week. It is due to return to Indianapolis this fall, Dr. Milisen said. . The clinic also has examined 20,000 children by group test for hearing defects. - There is no expense to the community for the service. “However, co-operation of the local schools is essential,” Dr. Milisen pointed out, “in the application of the remedies. which are recommended.” “We know that many school systems in the state are far behind ‘those of other states in their programs for correction of children defective in speech or hearing.

These Factors Cited

“This is the result of three 1a0tors: Lack of knowledge on the part of parents regarding the opportunities for correcting their children, a similar lack of knowledge by . teachers, and unawareness of school boards and State legislators regarding the magnitude of the problem.” ““The sooner the better” is the rule that should be followed in obtaining treatment, Dr. Milisen said. The older a child grows the more ‘rooted becomes his speech impediment and the more difficuli) it is - for him to progress in school, find a job, and “get along with people in general.” “For example,r we are treating now, in one of the clinics, a 22-year-old girl who has an articulatory speech disorder. She is in‘telligent, atttractive and industrious. “But she is working as a menial

servant at a job given her morel

according to Drm 0

through charity than because of the value of her service. “She had to quit school in the eighth grade because she couldn't make herself understood. ’ “She is depressed, of course, and cries often after trying vainly to express herself. “If this girl’s disorder had been corrected during her childhood, she could have gone on through school and now would be enjoying a much fuller life.” : Cure Not Always Possible

The girl can be helped considerably, Dr. Milisen said, but whether a complete cure can be made is another question. * Adults should not be discouraged; however, the clinic director added. Many adults have had complete cures by working patiently with a competent clinic, he said. Speech disorders are not only bad in themselves, but they often cause maladjustments in personality, Dr, Milisen said. “Another common reaction is a desire to fight against the world— the ‘I'll get even’ attitude. And as a result we find a high percentage of defective speaking children in houses of correction. In most cases, hes children are not essentially a. 98 Staff members of the Traveling Clinic are Francis Sonday, Indianapolis; Dr. Warren Gardner, Ofttumwa, Ia.; Florence Woods; Evansville, and Esther Glaspey, Independence, Ia.

Records show that in a great number of cases, attorneys on both sides prepare pleadings for a general “showdown” on all facts and use these as a basis pf settlement rather than air them in open court testimony.

Settlements Save Expenses

Often both sides, records show, indicate intentions of going through with trials even to the extent of calling juries, then settle the cases out of court a few minutes before the first witness is scheduled to be called. ; “One reason for so many settlements before trial is to save expenses and loss of time in business,”
