Police Chief, Lewis Declare They Will Co-operate ~ With Sheriff.

Co-operation with Sheriff Feeney in enforcement of Indiana’s old “padlock law” on owners of buildings where law violations are found, was promised today by Chief Morrissey and Prosecutor David M.
Lewis. Chief Morrissey said, however, that getting sufficient evidence to invoke the padlock law is difficult in most cases. “Under the law, a building first has to be declared a public nuisance by testimony of neighbors living in the vicinity of the place and many of the houses are in neighborhoods where it would be difficult to get witnesses,” Chief Morrissey said. Sheriff Feeney yesterday announced he will invoke the law against owners of buildings housing vice resorts or places where liquor is sold illegally.
“Bringing High Rents”
He said his campaign against building owners was prompted by an investigation that showed many such houses, normally worth about $15 a month .rent, were bringing their owners as much as $100 a month. “If they're not closed up I'll put padlocks on the doors of the building for an indefinite period,” Sheriff Feeney said. Prosecutor Lewis said he will ask Sheriff Feeney to present evidence to the Grand Jury on old buildings bringing ‘such high rents.” Chief Morrissey said he will instruct his officers to turn over to the Prosecutor any evidence they find on buildings that might be termed a public nuisance. “Padlock action would have to be started by the Prosecutor in a civil proceeding,” Chief Morrissey said.

Guardian Realty Plans 3-Story Unit at Vermont And Pennsylvania Sts.
Construction is ‘expected to start in April on a three-story and basement office building on the north-east-corner of Pennsylvania and Vermont $fs., facing the World War Memorial | Plaza, it was announced today.
The Guardian Realty Corp., represented by Col. C. B. Durham, Indianapolis Real Estate Board president, will construct the building which is lexpected to cost approximately $225,000. M. Carlton Smith and Virgil C. Hoagland will be associate architects. The building, 56 by 161 feet, will be constructed of reinforced concrete, faced with Indiana limestone and designed for additional floors. The main [entrance will be on Pennsylvania St. Fireproof construction and airconditioning will be used throughout. Shops and offices will occupy the first floor and the other two floors will be devoted to office space. Features of construction will be indirect lighting, regulated heat control and absorbing sound partitions.
TEACHER ASKS $3000 OF WAYNE TOWNSHIP
John TF, Everett, former Wayne Township schoolteacher, asked $3000 judgment (in a tenure suit on file in Circuit) Court today against the Wayne School Township. He charged his teacher tenure contract was broken June 15, 1937, when Herbert H. McClelland, township trustee, failed to assign him to a school. The suit stated Mr. Everett began teaching in Wayne Township | schools in 1923 and became eligible for protection under the Indiana Teacher Tenure Law in 1929, 3 Mr. Everett said he' taught in the to ip schools continuously until the fall of 1937 when a new contract was refused. Mr. McClelland could not be reached for comment.
CANNERS’ CONCLAVE PLANNED AT PURDUE

Coogan and Mother Near Settlement

Bradshaw to Confer Today With Welfare Division.
Judge Wilfred Bradshaw, of Juvenile Court, was to confer with
.County Welfare Department officials today regarding foster homes for underprivileged boys involved in Juvenile Court cases. Judge Bradshaw said a serious problem has developed as a result of overcrowded conditions at the Indiana Boys’ School and other similar institutions. “We will have to find some place for boys in homes, if we can, because much of the time the State Boys’ School can’t take them due to lack of facilities,” he said. The County Welfare Department has a special fund in the Child Assistance Division for supporting orphaned or underprivileged children in private homes. “Some plan may be worked out at our conference today,” Judge Bradshaw said,
