NEW YORK, Jan. 31 (U. P).—
profit-taking today and around noon registered gains ranging to more - than 2 points. The list opened strong and active on favorable interpretation of the Hitler speech. Initial gains ranging to more than 3 points attracted realizing and prices wavered for a time. They came back. Steel issues were best performers with U. 8. Steel at 59% up 2% and Bethlehem 68% up 1%. Utilities and rails showed small gains. Chrysler gained more than a point. Coppers were fractions te a point higher. Building issues, tobaccos, chemicals and can stocks were strong. Gains of 2 points or more were made by Allied Chemical, American Tobacco B, Case, du Pont, Eastman, _ International silver, Lone Star + Cement, U. S. Gypsum and Welling: . house Electric.

Therefore, it is emphasized that a taxpayer who is liable for a return and is engaged in a business or profession from which he derived a net income of less than $5000 is required to use Form 1040. The return must be filed with the collector of internal revenue for the district in which the taxpayer has his legal residence or principal place ot business on or before midnight of March 15, 1939. The tax may be paid in full at the time of filing the return or in four equal installments, due on or before March 15, June 35, Sept.

Dip in Outside Markets, Rain Prospects Are Deterring Factors.
CHICAGO, Jan, 31 (U. P)— Lower outside markets and prospects of moisture in the Southwest winter wheat belt combined to depress wheat prices on the Chicago Board of Trade today. : . At the end of the first hour wheat was off % to % cent, corn was off 3% to 1 cent, and oats were % cent! lower. Fair commission house support developed on the initial decline in wheat. May wheat got fair support at 69 cents, but there was little to stimulate the buying side. Liverpool wheat closed 3 cent to 1% cents lower. Selling abroad was based on easier European political conditions and very slow milling inquiry in the United Kingdom. : Foreign demand for North American wheat was extremely quiet. Winnipeg wheat sagged % to % cents under steady pressure in the first hour. The weather forecast was for rain and snow in the grain belt, with Kansas and Oklahoma expected to get some benefit. Corn prices worked lower, reflecting selling in wheat and a lower Buenos Aires market. Local grain receipts included an estimated 43 cars of corn and 14 cars of wheat.

160 to 300-Pounders Advance 10 Cents for Third ‘New Peak for Year.
Hog prices today advanced to a new high for the year of $8.50 on 160 to 170-pounders, the third new high within a week, according to the Bureau of Agricultural Economics. Hogs ranging from 160 to 300 pounds rose 10 cents, while all other weights held steady. Vealers were steady with a top price of $12. ‘Lamb prices declined around 25 cents. Bulk comprised fed Western lambs scaling up to 105 pounds. These sold at a top of $9.25,

Bring Unavoidable Aid Into Balanced Budget, Trust Firm Asks.
NEW YORK, Jan. 31 (U. P)—|w The administration of relief must be divorced from other objectives and that part of the load “which is unavoidable and permanent must be brought within a balanced Federal budget” the Guaranty Trust Co. declared foday in its monthly pub-|. lication, the Guaranty Survey.
A sound solution to the problem presented by the spectacle of 21,300,000—or nearly one-sixth—of our people on relief would be aided by “closer co-ordination between the relief and re-employment agencies of the various Governmental units,” the bank added. The bank urged as one step in easing the relief burden that the task of distributing relief be further parceled out to state and local governments, and added that| “either by these or other means, 000 | the nation must be relieved of the superfluous part of the load and be placed in a position to carry the remainder as long as may be necessary without incurring the risk of permanent darnage to the quality of the population and the soundness of its economic system. “No civilized country today will voluntarily allow any of its citizens to remain in want as a result of conditions beyond their control. But the very necessity of relief makes it essential that its administration be placed on a. permanently practical basis,” the bank said.

ed Jan. 21 rose sharply above the corresponding 1938 week, the National Lumber Manufacturers Association reported today. New orders were 12 per cent, production 33 per cent and shipments 20 per cent above the 1938 week.

During the week ended Jan. 21, 532 mills produced 183,602,000 feet of hard and softwoods combined, compared with 178,460,000 feet by 537 mills in the preceding wee®, Shipments were 208,136,000 feet compared with 1936, 221,000 feet, and new orders 209, 925,000 feet compared with 216,792,000 feet in the preceding week.
