S. Senate, was named to the $12,000-a-year ICC : t as successor to 73-year-old Balthasar H. Meyer, a Taft appointee who had served since 1911. The appointment surprised Capitol Hill, where several Senators announced their intention te inquire into Mr. Amlie’s qualifications for

confirmation. Recall 1935 Speech

In his 1935 speech, Mr, Amlie ap‘plied these descriptions to New Deal undertakings: ,

Social Security Act—“The act is only the security_of artificial pov- * erty. The only security that will be possible in the future is a security made possible by an abundance economy.” | Civilian Conservation .Corps—“A disguised form of poor relief . . ‘ pearing a Striking resemblance to * Hitler's work battalions.” Crop Ccntrol—“Acreage reduction under AAA has lessened the demand for agricultural labor and to that extent has increased unemployment.” Federal Housing Administration— “Provides for loans for modernization of 9.7 per cent interest. This . is, of course, preposterous.” © NRA—“Nothing but the program which - the | United States Chamber of Commerce has sponsored.” Economi¢ Planning — “Nothing more or less than co-operation on the part of the Federal Government with local politicians and business interests.” Tennessee Valley Authority—“The spot in the whole New

project which looks in the direction of an abundance economy.” In a later speech, a year ago, Mr. Amlie lamented that “half of the New Deal gains” of earlier years had been wiped out. “As between nothing at all and supporting the New Deal proposals, I shall continue to support them,” he said. A leading figure in several third party movements of recent years, Mr. Amlie has advocated the fusion lof liberal groups to work for puhlic ownership and operation of transportation facilities, communication, natural resources, utilities, munitions plants, basic industries and the banking system.

Headed Political Federation

In 1935 he was named chairman of the American Commonwealth Po-

|litical Federation, which included

representation of the Farmers’ Union, Farmers’ Holiday Associa-

tion, Socialist Party, Workers Alliance, California EPIC movement, Minnesota Farm-Laborites, Wisconsin Progressives and other left-wing organizations. One ‘of his coworkers was Rep. Vito Marcantonio of New York, just elected as the American Labor Party’s first Congressman. Mr. Marcantonio withdrew from the

- | Federation after differences with the

leadership. The Federation formally indorsed Mr. Amlie’s “human rights” amendment to the Constitution, proposing exercise of the right of eminent domain in government condemnation of business, manufacturing, comsmerce indusiry and banking. The platform also declared for guaranteeing - production costs to farmers, “heavy” taxation on large industries and union wages for the unempioyed. :

Eleven Other Prisoners and One Policeman Are Stricken.

S ANGELES, Jan. 26 (U. PJ). —Dr. George Parrish, city health officer, today had reported that two Lincoln Heights Jail prisoners had died and 11 other men. had been isolated in General Hospital as a result of an outbredk of diphtheria in the jail. The dead men are Charles Shallunberg, 42, arrested recently on an

intoxication charge and later placed under observation as a psychopathic

case, and Tom Moorey, arrested as a “drunk.” Dr. Parrish said both men died

of diphtheria, but that in. both

cases ‘alcoholism was a contributing cause.

The health officer said his ' department took hundreds of cultures among the 1214 prisoners in the jail, and found 11 possible carriers, all food handlers. Policeman F. M. Hahn developed diphtheria yesterday and was placed in the communicable disease ward of General Hospital. i

Roosevelt's appointments have been dramatically liberal, as if he has set out to flog the conservatives in the party and to render them as unhappy as possible. He has made no attempt to placate them—rather the reverse, as the outcries of Senators Tydings and Bailey and other hard-shell Democrats over Commerce Secretary Hopkins showed. His most provocative appointment is that of the big-boned Left Winger from Wisconsin, former Rep. Thomas A. Amlie, who if he doesn’t label himself a Socialist, is a fellow traveler with an unlimited pass to Utopia. Rep. Amlie has said that the capitalist system isn't worth saving. Just like that. So now hes going to be on the ICC, peraps. Democrats in the Wisconsin Legislature—who are a conservative lot —led in the adoption of resolutions in both Houses opposing confirma-

stead of picking a Republican, Mr. Roosevelt went as far left as he could go. He didn’t even find a man who had been identified with transportation problems. Rep. Amlie’s chief connection with the railroad problem has been to advocate Government ownership as part of his program of Government ownership of basic industries. Qualifications Secret

When in Congress Rep. Amlie was not on the Interstate Commerce Committee nor any other committee having to do with transportation matters. Mr. Roosevelt showed some irritation when questioned at his press conference about Rep. Amlie’s qualifications. They are still secret. : The appointment gives recognition to, and would provide a $12,000 ~job

It would place on the somewhat moth-eaten ICC an aggressive young _fellow whose social and economic ideas of production for use will shock some of the staid old members of that extremely conservative body. Rep. Amlie would certainly infuse a new layman’s point of view into the stale air there, Joseph Eastman used to horrify the commission by his liberal views, but he will seem an aged reactionary when Rep. Amlie hits his stride. . Although the political curve has changed’ direction, Roosevelt hasn’t

changed : particle, He doesn’t provide as much legislative fireworks as before, because the New Deal is largely through its legislative phose. Even in that field, Mr. Roosevelt’s

annual message indicated no bend-|

ing to the eelction returns of last November. On the new issue which is becoming dominant, Mr. Roosevelt aggressively championed the Eccles policy of government spending or “investment” as an economic balance wheel, in defiance of the economy faction personified in Senators Byrd and Glass of Virginia, who in such matters are more Republican than most of the Republicans.
