WPA funds to be handled by one administrator in Washington, a Federal &« committee composed of both Democrats and .- Republians get up in the national capital to administer all relief money. This proposal has’ been‘ put to j voters in a national survey. by the ! American Institute of Public Opinlon as part of a comprehensive study on the whole relief question. . The survey finds that more than iseven in every 10 voters favor ‘Senator Bailey's idea for bipartisan dministration of relief. teresting sidelight is that Democratic voters are just as strongly in favor of the plan as Republicans. The survey question: asked: “Would you favor having a national committee made up of members of both major political parties ‘to handle unemployment relief?” The national vote was:
Pep 8h. Cent Yes 2000000000000 00s 93 0 000000000000 29
The vote by parties showed the
following results:
Per Per Cent Cent Yes No Democrats ... 72 28 Republicans .. 74 26
This survey is one of several Institute studies indicating’ that a ma jority of voters are not satisfied with the system of relief adminis-
~ One recent study found that a majority of voters think that poli- © tics plays a part in the present : handling of relief in their com- . munities, and another showed a . majority in favor of putting all relief officials under Civil Service.
Affords Double Check
In explaining their approval of Senator Bailey’s plan voters gave two chief reasons. The largest

number said it would go far toward eliminating graft and political preference because the two : parties would have a chance to watch each other, }
One voter, a ‘housewife in: Michigan, expressed the typical comment: “Relief should never be a partisan matter. When you're dealing with human suffering one party should have as much authority as another.” A second reason advanced by voters was that by setting up a bipartisan commission the Administation would “stop party criticism of relief.” The minority of voters opposed to the Bailey plan argue, on the other hand, that it would not really take politics out of relief and that there would be bickering and dissension among the members of the relief commission.
New Legislation Urged
The issue of misuse of WPA funds was pointed up in=Congress on the first day of the session when the Sheppard committee filed its report on the WPA, listing .a number of recommendations for new legislation. A few days after the report was published, the Institute started a

Cites Detroit Figures A decrease of 41.5 per cent in traffic fatalities was made in Detroit last year, Sergt. Dickinsg n reported, after the city adopted the traffic control program. There was a 30 per cent drop in traffic injuries and 18 per cent reduction in property damage, he said. ; “If ‘you can better our situation, go ahead,” Leroy J. Keach, Safety Board president, told Sergt. Dickinson yesterday after Chief Morrissey explained the purpose of the safety programs The expense of the survey is borne by the Automotive Safety Foundation, composed of automobile, accessory and tire manufacturers and casualty insurance companies. The survey here is expected to be completed in two weeks. If the recommendations are adopted the school - will begin for officers who show adaptability, power of observation and enthusiasm for the work. Enlistment and training of men is the most important part of the work, Sergt. Dickinson said.
