BOARD SHAKEUP _ HINTS INQUIRY

' Federal Check Is Held Possible After Judge Ousts Four Members.

ee SPENCER, Jan. 12 (U. P)—A shakeup of the Owen County Welfare Board by Circuit Judge Frank M. Martin, newly eélected Republican, threatened today to have reé-

percussions that may reach the National Capital. ‘Aftér his investigation of reports

that the Welfare Board permitted

political activity in its organization during the political campaign before Nov. 8, Judge Martin ousted four persons. They included two Democrats—

" John A. Bayh and John Collenbaugh

—and two Republicans, Mrs. Bertha Lucas and Mrs. Julia May. One of the board meémbers to escape the housecleaning was Mrs. George Moore, a Democrat. It was undérstood reliably that the four dismissals presagéd the possible removal of Mrs. Daisy Littlejohn as County Welfare Director, whose husband was active politically for the Democratic cause before the last election. The director is appointed by members of the Welfare Board. Judge Martin’s ouster notices fol-

: lowed his previous request that the four hand in their resignations.

They refused. The judge then investigated complaints of political activity in the Board's operations. In letters to those removed, he accused them of being guilty of incompetence, misconduct and negligence of duty. When the charges first were made, Virgil Sheppard, state welfare director, came here to investigate. His findings were not made public. The Senate Campaign Expenditures Committee came here from Washington to study complaints of WPA workers that they

» were coerced at the polls. The

committee reported to Congress Jan. 4'that it failed to find any intimidatien of Federal workers.
