an Instigate Rebellion or
~ Stop It, Whichever He Chooses.
WASHINGTON, Jan. 11 (U. P.) — e President John N. Garner is oming recognized today as the Inevitable master strategist of con-
vative Democrats if there is a
‘genuine 1939-40 bolt away from “President Roosevelt. "The Vice President’s intimates insist he will not seek the leadership of any anti-New Deal movement. There are, in fact, some grounds to ‘believe that Democrat dissension will be less instead of greater as the 76th Congress develops. But hope of party peace is founded primarily upon a change of White House tactics. That would involve assigning Congress, especially the key committee chairmen, a greater part in shaping legislation To be presented. It would mean that Mr. Roosevelt ‘would limit his recommendations to
objectives and, specifically, that would be willing to accept such
‘compromises as might be necessary |
~ the-road Democrats on his side of legislative disputes.
Ee Position Important % Failing developments along those| ; ines, the party warfare promises to| “be prolonged and bloody. And Mr.
Garner on a showdown would be ex-
tives.
"Mr. Garner's strategic position In the 76th Congress practically assures ‘him of an opportunity either to instigate rebellion against "Mr. Roosevelt or effectively to check it if a die-hard conservative fringe ~ attempted to make more trouble than its numerical strength : warranted. - Mr. Garner's position has changed
Stren since the 1932 cam-
JPpaign. Conservative Democrats were surprised and frightened by the nomination of “a Texas wild man” for Vice President. "Now he is regarded by many Democrats as a stabilizing influence
in Washington. Polls have shown
¢ him consistently high among choices : for the 1940 Presidential nomination |
if Mr. Roosevelt were not a candidate again.
.Garners Attend
White House Dinner
WASHINGTON, Jzn. 11 (U. P.).— Vice President and Mrs. John N. Garner broke their no social engagements rule last night to attend the annual White House dinner in their honor. 1 Except for the President’s dinner and one that the Vice President gives in return for the Roosevelts each year, the Garners adhere closely to their decision to remain out of the capital’s social spotlight. - Last night they were accompa‘nied by their granddaughter, Miss Genevieve Garner, the daughter of Mr. and Mrs. John Tully Garner.
«Miss Garner is a student at Arling-
ton Hall in Virginia.
DOCTOR MAY SEND
BILL FOR $250 ,000
: BOMBAY, India, Jan. 11 (U. P.). “For professional services ren-
dered—$250,000.00.”
{ That probably will be the bill that the Gaekwar of Baroda will receive from Dr. Geoffrey Evans, Hurley St. kidney specialist, who flew here from London to save his life. . “When the maharajah was stricken with a severe illness a, short time ago, his doctors conferred by telephone with Lord Horder in London. ‘Unable to fly to Bombay, Lord Horder appointed Dr. Evans. ~ Dr. Evans’ fee, if is believed, will be a record for such a consultation. Apart from the $12,500 and other costs of the .trip, the recognized traveling allowance of lone guinea ($5. mile will have/ to be taken into consideration as well as compensation for risks involved to him.self and his London practice and “waiting time.” A conservative estimate would bring the total cost td the maharajah of Dr. Evans’ visit to about $250,000.

The customer, explaining she had been away from the city for many years, offered Mr. Evans the amount of the bill but said she was unable to pay the interest. “Forget it,” said Mr. Evans as he | handed her a receipt,

A 10 per cent gain in the number of books circulated for home reading by the Indianapolis Public Library in December, 1938, compared to a year ago, was reported today by City Librarian L. L. Dickerson. There were 238,128 books horrowed last month, an increase of 22,052 over the . corresponding month in 1937. Actual circulation for the month included 114,318 nonfiction and 123,809 fiction. Aaquits drew out 78,389 fiction and 44,563 nonfiction books, a total of 122,952; while children borrowed 45,420 works of fiction and 69,759 nonfictioon, a total of 115,176 volumes. The Library lists 85,964 adult patrons and 45,515 children, a total of 131,479.
Stock Exchange Bank were John B. Terhune, president; Clarence Roberson, vice president, and Garrett T. Browning, cashier. i At the same time Ivan E. Cooprider, secretary-treasurer of the Indiana Savings and Loan League, announced today that Indiana savings and loan associations made 15,800 home loans amounting to $20,500,000 in 1938. Mr. Cooprider asserted that 1938 business was the best in home financing since 1933 and predicted that 1939 will produce a larger volume of loans than last year. The 263 member firms of the league, he added, made more than half of the total loans last year made by all lenders in the State. Increased savings and investments being made in local savings and loan institutions, he said, will enable loan associations to finance a greater portion of home loans this year.

The action, brought by arles Ziegler, asked Judge Herbert E. Agents Go to California So Studio Schedules Can Move Unhampered.
HOLLYWOOD, Jan. 11 (U. P).— Loretta Young, the actress, today was asked to testify in the investigation of her young broker friend, William C. Buckner Jr., who allegedly duped movie celebrities in a one-million-dollar Philippine bond scheme, Thirteen other prominent members of the film colony were subpenaed by agents of the Securities and Exchange Commission, who came here from New York to prevent interruption of studio schedules. Buckner, 31, socially prominent New Yorker, and William J. Gillespie already are under indictment on charges of mail fraud Sonshirasy: They are accused of selling railroad ds that shot from 113 to 31 points on a well-placed market rumor that the Philippine Commonwealth stood behind the bonds. Their trials are ‘set for Feb. 6 in New York City. —Buckner telephoned Miss Young immediately after his arrest in New York last month when he arrived from Europe. Later, after his release on bond, he flew here to see her and escorted her to church on Christmas Day. She has denied that they are engaged. Others called to the Federal Building to testify today were Miriam Hopkins, Bing Crosby, Leon Errol, Frank Morgan, Herbert Marshall, Nick Carter, Phyllis Brooks, Binnie Barnes, Cary Grant, Ronald Colman, Joseph M.
