JVENILE CRIME NIT CONTACTS 1263 CHILDREN
Parents Even Apply for Aid In Rearing Family, Sergeant Says.
The new City Crime Prevention].
‘Bureau, established last March by ‘the Police Department to cope with ‘Juvenile crime, investigated 1594 “cases and dealt with 1263 children in the first 10 months of its ex‘istence. ~ Only children under 16 years of age, against which complaints have been made to the police, are referred
. to this bureau. So effective has been its work that now parents are
in raising their children, according ' to Police Sergeant George Weddle, | officer in charge. Only a few of the cases referred to the bureau reached Juvenile . Court. Seventy per cent of the young offenders were released to their parents, 342 being remanded to the Juvenile Detention Home . until their cases were settled. Social . agencies were freely consulted and | their services utilized in adjusting . situations found responsible for the |= offenses. | ; Report to Schools
All cases are reported to the Social Service Department of the City Schools, Sergt. Weddle said. Co-
. operation of the schools has been a
great help in solving many of the problems, he found, but added that
|. the most important factor, however,
i
Ed
|
is co-operation in the homes. Parents generally are more than willing to co-operate and usually are very appreciative of the efforts of the bureau to put the child in the right light, he said. Sometimes, though, it is necessary to deal harshly with parents, he said. The most prevalent °~ juvenile crimes involve property rights, he said. Miscellaneous stealing accounted for about 25 per cent of the offenses. There were 145 burglaries by juveniles last year. Truancy and runaways account for 10 per cent of the trouble. There were six children arrested for intoxication and one for use of drugs. Before the work of the Crime Prevention Bureau can reach its greatest peak of usefulness, it will be necessary for police officers generally, parents and the public at | large to understand its purpose, Sergt. Weddle maintains. The bu-
reau exists not to punish children
4 Deaths—Funerals
for crimes they may commit but to | preven them from becoming crim1s
Juvenile Court Policy Changed
No formal charges will he placed against any child in Juvenile Court until a thorough investigation of the “case has been made, Randall Shake, new chief probation officer, declared | today in announcing policies of his department in Juvenile Court. “In the past persons having com- | plaints against children signed affi- | davits against them and formal
| charges automatically went on the
| records before the cases were investigated,” he said. “This is a stig- | ‘ma, against the child for life and it | may be avoided in many cases by proper investigation.” Mr. Shake said that a new filing . system will be installed to centralize all cases and complaints in one set of records instead of separate files kept -by each of half a dozen | probation officers. i
