FRENCH CHARGE TALY STEPS UP ARMS PROGRAM
Newspapers Continue Their Warning to Prepare for ‘Coming Events.’
PARIS, Dec. 28 (U. P.)—French asserted today that
Italy’s military ‘program in preparation for coming events.” It was alleged that Premier Mussolini was preparing to call up large numbers of individual army d aviation reservists, to be ready
to the maximum, particularly as rerds war munitions. Undeterred by a series of appartly inspited denials of earlier rerts about Italy’s ahd France's tivities in connection with an Italian drive for concessions from France, the newspapers continued their ‘campaign of warning to ench people against dangers head. 1 The newspaper Oeuvre asserted at Premier Mussolini was prearing to use the threat of a Mosuprising against Great Britain 1 event Prime Minister Chamberlain showed readiness to support ance against Italian demands. Denial Believed Inspired Denials which: were believed to be pired were published regarding eports that Italian troops were assing on the French Somaliland rontiers end that Mr. Chamberlain ad been asked to stop off at Paris n his way to Rome to visit Premier ussolini next month. However, it was noted that coinident with the series of denials the vernment announced that the avy dispatch boat D’Iberville was eing sent from Beirut, Lebanese reublic, to Djibouti, French Somaliand, It was denied also that Premier - Daladier’s visit to Corsica and Tunisia would take the form of a naval demonstration. | There. seemed no doubt that the Government had®deliberately reduced the entire scale of the visit in order not to heighten Mediterranean tension or to give offense to Italy. By doing so, it was suggested in diplomatic quarters, Premier Daladler had quietly taken the first step toward opening delicate negotiations ith the Fascist. Government rough Mr. Chamberlain.
Big Escort Had Been Planned
, That M. Daladier was to have en escerted on his visit to Corsica and Tunisia by a convoy of 23 warips there seemed no doubt. Names of the escort vessels had been published and it was planned that more than 40 airplanes should accompany the fleet. Now M. Daladier has ordered that © lonly a cruiser and .six destroyers accompany him and that the airplanes remain at home. Local airplanes will meet the reduced convoy off Corsica. There was evidence, however, that though he had decided to give no ground for offense, M. Daladier in1tended fo be prepared for trouble. It was understood that the garrison of French troops at Djibouti would be increased soon. Also the Government intends to open negotiations with Italy for a definite demarka-

The movement may be one of the most significant developments of the Far Eastern struggle, which recently has resulted in mounting Japanese resentment against the United States and Great Britain because of financial aid te China for purchase of agricultural and industrial machinery.
Government in Command
One of the important factors overlooked at present because of the stress of wartime is that the Government has taken charge of the westward movement almost entirely and now controls or supervises almost 90 per cent of the new Western industries.
Szechuan Province, a thousand miles westward from Shanghai, is the center of the new industrial setup, witn most of the factories located at Chungking.

U. S. NAVY PLANS SOUTH AMERICA TRIP
Cruise: Would Follow Close On Lima Parley.
WASHINGTON, Dec. 28 (U. P.).— The Navy Department said today that it plans to send a division of cruisers on a “good will” trip to South America next spring. Naval officials said that details of the proposed cruise were not yet available but it was understood that
Division No. 7, with the exception of
the Vincennes, probably will make the trip. Other ships ia this division are the San Francisco, the Tus-
ea) gom and the Quincy.
It was said that fhe Vincennes’ overhaul schedule probably would prevent her participation. Such a cruise, following closely upon the Lima conference, would mark the first time in 15 years that a United States naval vessel had rounded South Americe.

During the recent anti-French demonstrations in Milan a group of engineering students appeared at the consulate and tried to batter down the doors. The Soviet consulate protested to Milan authorities, who promptly deplored the incident. The Soviet Embassy in Rome protested to the foreign office and asked for an explanation and apologies. The foreign office failed to answer the note within six days and Moscow ordered the consulate closed.

1.8, DELEGATES SAIL FOR HOME: ‘INCIDENT’ ENDS
Nazi Newsmen Decide That Peru Didn’t Intend to Snub Them.
LIMA, Peru, Dec. 28 (U. P,).—The United States delegation to the eighth Pan-American Conference sailed for home today on the S. S. Santa Maria with plans for strengthening the declaration of American solidarity against foreign political or military interference. The accord unanimously adopted by the conference after long negotiations to reconcile conflicting views was viewed as highly satisfactory to U. 8. Secretary of State Hull,

But it was admitted in final conversations before the departure of the delegations that work must be continued in the future to strengthen the agreement and to add concrete achievements to the moral declaration of unity adopted by the 21 American nations at the conference. The conference ended last night, and the United States delegates sail for home in the liner Santa Maria today. Mr. Hull, in a speech at the formal dinner with which the conference ended last night, said: “In this declaration of Lima lies the future of the solidarity of American republics. It rests on the theory and spirit of peoples. .. . it will be determined, under the test of grave events, by the constancy and ardor with which the American republics consecrate themselves to the great and creative task of keeping alive that program of principles which have guided us in our deliberations and on which peace and well being must rest.” Meanwhile, Walter von Simons, chief of Nazi newspaper correspondents at the conference, said that an incident caused by failure of Peruvian officials to invite German reporters to a cocktail party was “closed.” ;

KOUNO SWAYS OLIVE BRANCH TOWARD NAZIS
Recent Victory in Memel and Ukraine Problem Viewed As Reasons.
KOVNO, Lithuania, Dec. 28 (U. P.) ~The Government of Premier Vladas Mironas was reported a1thoritatively today to be inaugurating reluctantly a broad policy of conciliation with Nazi Germany. The new Lithuanian Minister to Germany, Casimir Skirpa, has been instructed to open discussions of the whole field of relations between the two countries and Foreign Minister Joseph Urbsys is expected td go to Berlin early next month for detailed discussions, Reorientation of Lithuania toward active co-operation with Germany is viewed by neutral diplomats here as much more significant than the size of this little Baltic state— smaller than West Virginia and with only 2,500,000 population— would -normally warrant.
Two Major Causes
. There are two reasons for that: First, the recent Nazi election victory in Memel, autonomous seaport state under Lithuanian sovereignty, created an international problem |! because of a threatened campaign for inclusion of Memel in greater
Germany in violation of an international agreement, Second, the geographic position of Lithuania would make her important in event the Nazi-sponsored movement for creation of an independent Ukrainian state led to war in which Germany would be opposed to Poland and Soviet Russia. Because of these factors, Lithuania finds herself playing an unwilling part in a game of international power politics and, because Germany is ciosest and strongest at the present, tending toward the Nazi
orbit in a desperate effort to main-
tain Memel as an autonomous unit under technical rule of Kovno.
Silence Still Greets Rebuke by U. S.
BERLIN, Dec. 28 (U.P) -Con-
tinued silence regarding the rebuke p
with which the United States State Departrnent answered a Nazi protest against attacks on the Third Reich crystallized an impression in diplo-
matic quarters today that the incident would not be made the occasion for further attacks on the United States. This belief led to the further forecast that if American-German relations were brought to the breaking point it would be by further stimulus trom Washington, not from Berlin. Meanwhile, Das Schwarze Korps, organ ¢f the “SS” Storm Troop organization, demanded today that railroads inaugurate “Jim Crow” sleeping cars on passenger trains to segregate Jews, including foreign ones. Nazi officials today began enforcement of regulations barring Jews from living in the same buildings with “Aryans” and expected eventually to result in segregation of Jews in a less desirable section of the capital.
