Lewis Seeks Wagner Law Enforcement on U. 8. Contracts.
~ WASHINGTON, Dec. 22 (U. P).— President John L. Lewis of the Congress of Industrial Organizations announced today that the C. I. O.'s No. 1 legislative objective in the new Congress will be a bill to compel Government contractors to obey the Wagner Labor Relations Act. He also demanded that Congress appropriate nat less than a billion dollars for relief immediately after it convenes for continuation of WPA to June 30 “a its current rate Pr jobs. ” Although he said that this was the most immediate duty facing Cangress, the Wagner Act announcement served notice that the C. I. O. is still determinedly behind the proposal, killed last session, to make Wagner Act compliance a prerequisite for any Government contract. Mr. Lewis went personally to the office of House Speaker ank"head (D. Ala) in closing days of the last session in an attempt to force passage of the bill but failed. “This measure will force large corporations such as Bethlehem Steel, Electric Boat, Dquglas Aircraft and many others profiting from fat Government contracts to obey the law, “and will apply to any loan, subsidy or license or purchase of gold and silver by the Government,” Mr. Lewis said,

Mr. Lewis said the C. I. O, in its drive for guarantees of civil liberties, will presg for an increase in appropriations for the Senate Civil’ Liberties Committee and establishment of a permanent Civil Liberties Bu- . reau. Other objectives of the C. IL. O.s legislative drive included: | 1. Federal curbs on the use of National Guards in labor disputes. 2. Abolition of state poll taxes. 3. Federal antilynching legislation. 4. Demand for a |Congressional study of $sehnological unemploy- - ment.
5. Expansion of the social security |’
program to assure adequate benefits for the aged and unemployed in addition to the increases recommended by the Social Security Advisory Council. 6. A Federal health program. 7. Increased appropriations for Federal housing. 8. Adequate Federal aid tor education. i 9. A Federal arts Sots 10. Extension of the present Federal youth aid.

O. said it will press for laws “centering on a campaign to maintain and extend union hiring halls and the right of collective bargaiiihg? for |: seamen. ~“Both of these rights are at present under severe attack by the U. S. Maritime Commission which is endeavoring to break the C. I. O. maritime unions in the interest of reactionary ship owners,” the C. I. WASHINGTON, Dec. 22 (U. P.)— The American Federation of Labor prepared a broad program of labor legislation today to sponsor in the forthcoming session of Congress. The program was outlined at a meeting of representatives of 102
A. P. of L. unions together with officials of the “big four” railroad brotherhoods and announced by A. PF. of L. President William Green. Mr. Green also predicted that the ‘Senate would fail to confirm the nomination of Donald Wakefield Smith for another term as a member of the National Labor Relations Board. “T have received replies from virtually all of the Senators. I feel, on the basis of the replies, that sentiment against Mr. Smith is very strong, in fact preponderant.
