all fatal auto accidents, according to a nationwide survey revealed ‘today by Editorial Research Reports. Reduction in accident: rates invariably has followed adoption of compulsory inspection laws now in effect in 17 states and the District _ of Columbia, it was stated. In Indianapolis recommendation of compulsory auto inspection was one of 22 points in a report of the Citizens Safety Committee, which urged that inspection be done by enactment of State laws and not be limited to the City alone. The Committee also recommended that “an inspection fee of not more than 50 cents be assessed, and, where repairs are necessary, the motorist be instructed to take his car to a repair shop and return for reinspection within 72 hours.”

Effect Not Definite

The Editorial Research Reports’ discussion of this phase of saféty pointed out that it could not be stated definitely how much of the reduction in accidents was the direct result of inspections, following adoption of the compulsory law, since the inspections were ordinarily only. part of a wide accident prevention program. The report pointed out that when an inspection program is first instituted, usually about two-thirds of the cars inspected fail to pass on their first time through. The proportion of rejections, however, invariably becomes smaller on subsequent inspections, indicating that mechanical condition of cars on the street is improved by inspection,

Three Checkup Points Vital

It also was stated that inspection programs were most effective when carried out at stations owned and operated by state or city. - In most states, all cars are inspected during a fixed period, and . under such a system, the report said, many owners put off having their cars checked until the last minute, causing needless confusion. ., All states in which the compulsory inspection law is operative include three essential safety items in the checkup. These are brakes, lights and steering mechanism. In most states, however, a number of other items are included, the report declared.

STANDARD ELECTRIC CELL COMPARISON UP

By Science Service WASHINGTON, Dec. 19.—Ten of the standard glectrical cells of the * Natoinal Bureau of Standards here, used for determining standard electrical units, will be taken to France by Don C. Bliss of the Bureau of Foreign and Domestic Commerce to enable the International Bureau of Weights and Measures at Sevres to compare the units in use in different countries. The comparisons are in preparation for the expected adoption of new, absolute values early next year. . Mr. Bliss will sail from New York Wednesday. The. standard cells . cannot be sent by mai!, hence .the necessity of sending them in the personal charge of a representative of the Bureau. |
