CHICAGO, Dec. 19 (U. P.).—Wage-hour bills extending the prin-

ciples of the Federal Fair Labor Standards Act and revision in social security and welfare laws head the proposals coming before state legislatures next year, the Council of State Governments reported today. "Legislative bodies will convene for regular sessions in 44 states and many will confront requests for liberalization of old-age assistance
