NEW YORK, Dec. 16 (U. P).— The construction industry will start 1939 under ‘the most favorable! auspices in a decade, according to L. Seth Schnitman, consulting economist for the International Statistical Bureau, Inc. He said that “now, more than ever before, many intangibles are at work” which eventually; will bring to the construction stage projects still in the blue print stage or “in the recesses of men’s minds.” Such = “intangibles” are ‘the “clamor for needed relief: for the railroads, for rapprochement with the utilities and for a sound program of national’ defense,” Mr. Schnitman said. The economist tempered his enthusiasm for 1939 building prospects with a warning that it was not a coming building boom, “if by that term we mean an early return to the levels of the middle 1920s.” “Too many hurdles still stand in the way,” he warned. He pointed out that, while it was important that planned construction during 1938 was ‘75 per cent greater than the planned construction reported in 1937, in equal importance is the fact that of all construction work planned during 1938, only about one-third was actually started and prosecuted during the year.” There is an indicated deficiency of three billion dollars between planned construction and work actually started and prosecuted during 1938, “representing a substantial backlog of potential construction on which the new year hegins,” Mr. Schnitman declared.
