are éxpected to be made tomorrow |

at a public’hearing before Governor Townsend's: Special Election Law Study Commission.

The Republican State Committee has announced that it does not intend to take part in the Study . Commission’s hearing. A special “strategy” meeting of G. O. P. lead- . ers has been called for tomorrow afternoon in the Claypool Hotel to . decide party poiicy on election law reforms and consider further contest steps for defeated Senatorial " and State ticket candidates. Republican State Chairman Arch N. Bobbitt said he plans to name a committee of lawyers to draft bills to be introduced in the Legislature. He said the committee. would consider election law recodification to clarify recount statutes, amend registration provisions and. provide : for the central counting of ballots.

< Course of- Action Studied

The Governor's Study Commission has the following courses of action which it may adopt: 1. It may merely suggest to the 1939 Legislature that a special committee of experts be named to rewrite the election laws and re to . the 1941 Legislature. . 2. It may attempt to prepare codification itself which coul acted upon by tnis session Legislature. . 3. It could list proposals and sug- _ gestions made at its public hearings and submit this list to the yegisiature. One of the suggestions expield to be made at the Study Commission hearing is the adoption in this State of the Ohio election commission plan.

Winners Barred

The Ohio law provides for a fulltime hipartisan election commission in each county. Each of ten major parties nominates two members of the commission for appointment by the Secretary of State. Elected officials also -are barred by the Ohio law from participation in the election machinery. In Indiana county election hoards |! consist of a county clerk and a representative of each of the two maJor political parties. The objection to this system is that the party in power always controls the machinery governing registrations and elections. The Study Commission also is expected to hear a proposal that every voter be given a receipt when he registers. Then in the event his name does not appear on the registration lists at the polls on election day, the voter could present his receipt and be permitted to vote. The Study Commission’s public hearing is to be held tomorrow morning in the Public Service/Commission rooms in the State House. All groups interested in election law changes are invited to attend.
