Commissioners Deny ‘Pets’ Get Supply Business of Half Million a Year.

An appeal for more competition in bidding on contracts for the County’s supplies; which amount to half a million dollars ahnually, was made today py County Commissioners. For several years, commissioners said, the same companies have been submitting bids without competition. “This has given an impression among local merchants that there are several ‘pets’ who get all the County’s business,” John S. Newhouse, County Commissioner, said. “This is not true and we are urging every merchant who handles supplies used by County departments to submit their bids. “Contracts have been awarded to the same merchants every year but the reason for this is that they were

quarter of 1939 will be received by Commissioners Monday. Bids on the annual contracts will be received Wednesday. Items included in the quarterly contracts include all kinds of food, drugs, hardware, hospital supplies, disinfectants, clothing and janitor supplies. Commissioners said they have been unable fo get any bids on hospital supplies and that only one company has been submitting bids on meats for County institutions. Items purchased under the annual contracts include coal, paint, oil, gasoline, ice, drinking water and general office supplies.

Michigan statute violates both the commerce and .equal-protection clauses of the Constitution. 0 ‘Limited Right’ . Atty. Gen. Raymond W. Starr of Michigan argued that the 21st (repeal) Amendment takes the beer and liquor traffic out from any other - Constitutional protection and the ~ states have full power to pass ‘any * laws they choose governing it. © Mr. Patrick, however, argued that , the right is limited, and that Michi- _ gan cannot lay down rules banning ~ beer from specific states such as was . done in the case of Indiana. ~ “Such retaliatory action will cause a demand for modification of the ~ Indiana law and thus put the brew- * eries into politics in the State,” Mr. ~ Patrick declared.

Reports Agicement

~~ But Mr. Starr made the point that © just because Indiana got in first ~ with its importer statute, there was no ‘reason Michigan’ should be ~~ barred from taking a somewhat | similar step later. | So far the Supreme Court has upheld all state liquor laws passed | since repeal. ~ Hugh Barnhart, Indiana excise director, accompanied the attorneys ¢ here, and explained to reporters * that a “gentleman’s agreement” is © now in force whereby Michigan & breweries do not have to pay the j¥* Indiana importers’ fees.

Solution of the problem of local governmental units in financing poor relief probably rests with the Legislature, R. W. Bunch, acting di-| § rector of the Governor's Commission on Unemployment Relief, said today. Commenting on conditions in Lake County where financing of poor-relief costs has placed the county within two million dollars of its constitutional bonding limits, Mr. Bunch said: “There are at least 15 other counties in the State confronted with an identical situation. Lake County has always had a high per capita poor relief cost because it is in the Chicago metropolitan area and living costs are high.” Mr. Bunch said he conferred yesterday with Dick Heller, Governor Townsend's executive secretary, and said he didn’t think an investigation of the Eake County problem would offer any permanent solution.

CONGRESS MAY GET. TVA-WILLKIE FIGHT

Utilities President Insists on SEC Arbitration.

WASHINGTON, Dec. 8 (U. P.).— President Wendell L. Willkie of Commonwealth & Southern Corp. indicated today that he might ask Congress to intervene in negotia{tions with the Tennessee Valley Authority over purchase of the Tennessee Electric Power Co. a Commonwealth & Southern subsidiary. Mr. Willkie said that if there is any doubt as to TVA'’s power to ac-| !

cept his proposal to submit the matter to the Securities and Exchange Commission for the fixing of a pur-

chase price, Congress, meeting within three weeks, can pass the necessary legislation. He contended, however, that competent lawyers believe TVA now has the power to submit the purchase price to arbitration. Mr. Willkie’s statement was in reply to testimony before the TVA Investigating Committee by J.. A. Krug, chief of TVA’s power planning division, rejecting the arbitration proposal. Mr. Krug was scheduled to return for further testimony today. 3
