‘New York Office Called ‘Needless’ Agency For Propaganda.
NEW YORK, Dec. 8 (U. P.).—Dr.
Nelson P. Mead, acting president of the College of the City of New York, said in a letter to the New York Times today that the German University Service, purportedly set up here to encourage the exchange of students between the United "States and Germany, was a Nazi propaganda office. He said the Institute of Interna-

the exchanges of students among this and most other countries since the end of the World War, and that no country other than Germany ever had opened a separate office here for that work.
“It appears to me’ that this German move is a thinly veiled effort at propaganda, coming at a most inopportune time, and I feel that full publicity should be given to this maneuver so that colleges and universities in this country will not be misled,” Dr. Mead was quoted. . He said that the German service had sent letters to 300 American colleges and universities announcing plans for extending the student exchanges.
German Denies Charge
The Times quoted Dr. Stephen Duggan, director of the Institute of International Education, as say‘ing that there was no necessity for ‘the German office here, that he had been consulted in advance and had advised the German Embassy at Washington against establishing it, that the international organization . had been handling student exchanges satisfactorily in all countries except Germany, and had had no trouble in Germany before Chancellor Hitler’s regime. Dr. George Rettig, representative of the German University Service, denied that he was running a propaganda office. “He said his work was “purely cultural and has nothing to do with politics,” and that Germany has similar offices in London, Paris and Rome. He said the
purpose of his office was to advise a
students and professors planning to visit Germany on academic conditions there, which they had no other means of learning in advance, and that Germany would continue to deal with the international organization.
