PLEDGE AID TO MANAGER PLAN

~ Organization Heads Favor J. C. C. Proposal for New City Rule.

A bill for an enabling act to permit Indiana cities to choose between ~ the present Mayor-Council form of - government and the City Manager plan would receive public support, it t7as indicated today in statements by #=/eral civic organization leaders. Xhe Junior Chamber of Commerce announced yesterday that it would sponsor such a bill in the 1939 Legislature. Earlier Mayor-elect Regi- . nald H. Sullivan reaffirmed that Le would support a practicable manager movement if it is initiated by - civic leaders.

“While our organization would not| -

commit itself to any particular bill until we have seen it, we will support a City Manager plan for Indianapolis,” Miss Mary Sinclair, executive secretary of the Indiana League of Women Voters, said. “I understand the Junior Chamber’s bill has not been drawn up. But a City Manager Act is a part of our legislative program, and if this plan meets with our approval, we not only will favor it but support it with our votes.”

- Indiana Congress of Parents and Teachers, stated that while this group’s program primarily is one concerned with child welfare, it would go beyond this and back a City Manager proposal. - : “Our organization never has taken any official action on a proposal of this kind,” Mrs. Lowell. S. Fisher, president of the Indianapolis Council of Women, said. “I do believe, however, that the majority of women in eur 128 clubs would support such a move.

cially, I feel sure our group would be willing to study - the Junior Chamber's bill and then adopt a resolution regarding it.” Mrs. Robert Shank, legislation chairman for the Seventh District Federation of Clubs, said she could not express the opinions of the Federation, but she did say she felt the manager plan was the “only thing” for Indianapolis. /

“Of course,” she added, “no government is stronger than those who govern, and the success of such a program would depend a great deal

on the City Manager. But for a|

city as large as Indianapolis it is the only thing.” Edward O. Snethen, local attor- - ney, who was secretary of the 1927 City Manager Movement, and past president and now a director of the Federation of Civic Clubs, stated: “The Federation has not taken any official action on such a pro-

posal, but T think the majority of |

the members would approve such a bill. I, myself, am very much in favor of the City Manager form of government.” Junior Chamber officials have said they are drafting a bill to remedy the technicalities which resulted in the State Supreme Court's declaring unconstitutional a managership measure passed by the Legislature of 1921 and amended in 1927.

To Go on Ballots

The Court ruled that the legislative act was unconstitutional because of the way it prescribed establishment of the new governmental form. Indianapolis had voted overwhelmingly on June 21, 1927, to accept the City Manager plan. If a satisfactory law is passed by the Legislature, the Junior Chamber plans tc put it on the next election ballots here, members stated.
