CHICAGO, Dec 5 (U. P.).—Wheat prices ruled steady in a light trade on the Chicago Board of Trade today. At the end of the first hour wheat was up % cent, corn up % to % cent, and oats unchanged to cent higher. A lower Liverpool market and easiness at Winnipeg had little effect: ‘on local trading. U. S. to Sell New Bonds, Boost Debt

WASHINGTON, Dec. 5 (U. P.) .—Treasury Secretary Morgenthau announced today final details of the mid-De-cember financing program which will boost the national debt to an all-time high of $39,340,000,000. The Treasury will offer this month 400 million dollars worth of 22-27 year 2% per cent bonds maturing in 196065 and 300 million dollars worth of five-year 1% per cent Treasury notes maturing in 1943. Simultaneously, holders of $941,613,750 of 1% per cent notes maturing March 15, 1939, will be offered the privilege of converting them on Dec. 15 into any of three new securities. They may convert them into the bonds or notes in the cash offering or into a new series of nine-year, 2 per cent bonds. Those not desiring to convert will be paid in cash March 15.

ALCOHOL PRICE IS SET

NEW YORK, Dec. 5 (U. P).— The United States Industrial Alcohol Co. has set a base price of 21 cents a gallon for 2B grade alcohol at the plant for the first quarter of 1939, it was announced. On Oct. 4, when this season’s business reached a peak, the price was 20 cents. On Oct. 10 a base price of 23 cents was announced for the remainder of this year,

pound butchers remained at $7.80, with extreme heavy-weights selling down to $7.40, the Bureau of Agricultural Economics reported. Packing sows were strong to 10 cents higher bulking from $7.10 to $7.50. In the cattle market, three loads of choice 1000-pound yearlings brought $12 and a car of choice steers weighing 1271 pounds made $12.25. All other classes sold steady in dull trade. WOOL MARKET IS " REPORTED SLOW

BOSTON, Dec. 5 (U. P.).—The Boston wool market was very slow last week, according to the U. S. Agriculture Department. Limited quantities of fine western grown wools were sold, and prices of

Combing graded bright fleece waols were quoted nominally unchanged at 29 to 31 cents in the grease for fine delaine and for half blood, and slightly easier on three-eights blood at 32 to 33 cents in the grease, and on quarter blood at 31 to 32 cents. FLETCHER LAND BANK BONDS CALLED

The call for payment of $198.000 Fletcher Joint Stock Land Bank 3% per cent bonds has been announced by William B. Schiltges, bank president. The board of directors approved the call this month and the Farm Credit Administration, under which the bank functions, also has given its approval. The bonds are those dated Jan. 1, 1935, due Jan. 1, 1940, and callable Jan. 1, 1939. Originally these bonds were issued to refund others issued earlier than 1935 by the joint stock bank and bearing higher ‘rates of interest. This action means an additional liquidation of the local bank’s position, in line with Federal law, under which all joint stock land banks of the nation are proceeding to close their business. The $198,000 in bonds called for payment will be paid through the Guaranty Trust Co. of New York, the City National Bank and Trust Co. of Chicago, and the Fletcher Trust Co. of Indianapolis, Mr. Schiltges said.

Inauguration of Price Rating System Disclosed in Joint’ Statement.

NEW YORK, Dec. 5 (U. P)— General Motors Corp. in a joint statement with Cornell University today announced inauguration of a world .commodity price index to bel:

The latest index released today is for the week ended Nov. 29. The world price index as of that date in terms of gold was at 60.4 per cent of the 1910-1914 average. It compared with 60.7 in the previous week and with 71 for the month of November, 1937. It is the lowest on records available back to 1910. The index for the United States for the Nov. 26 week was at 63.1 in gold, against 62.9 in the previous week and 69 in November, 1937. In U. S. currency the index was 106.8, against 106.5 the week before and 116 in November, 1937.

Identical Commodities

The index covers 40 identical commodities for each country. The list includes six grains, six livestock and livestock products, two vegetable fats, four other foods, five tex0| tiles, three fuels, six metals, and eight miscellaneous commodities. The index has been talculated for

only 10 are used. They are United States, United Kingdom, France, Canada, the Netherlands, Belgium, Australia, Sweden, Finland and New Zealand Calculations have been made for Spain, Italy, Germany, Bulgaria and China, but these temporarily have been eliminated from the index. Data for other countries are being gathered. Those whose indexes are nearest completion are Argentina, India, Egypt, Switzerland, Japan, Java, Mexico, Denmark, Norway, the Union of South Africa and Poland.

General Motors gathers the prices through its various world offices and cables them to New York whence they are transmitted to Cornell at Ithaca, New York, where the indexes are calculated. In computing the index, each commodity is weighted according to its relative importance in world production, identical weights for the commodities being used in the index of each individual country. Cornell translates the prices into a gold equivalent “because it is a good common denominator.” The fiveyear period, 1910-1914, was chosen as the base price period for the index since “it was a period of comparatively stable economic currency conditions for all of the countries

OUTPUT RATE FOR STEEL INGOT DOWN

. CHICAGO, Dec. 5 (U. P.).—The rate of steel ingot production in the Chicago area declined 2 points to 56.5 per cent of capacity last week. Local observers anticipate little increase in production and possibly a short downward trend until the new year. The announcement that steel prices would be unchanged in the first quarter of 1939 was regarded as a constructive influence. Steel scrap weakened slightly during the week, and little activity is expected in the scrap market due to the leveling off tendency in mill schedules. Current quotations on No. 1 heavy melting steel are at $14 to $14.50 per gross ton delivered in the Chicago district.

BUSINESS FAILURES DIP NEW YORK, Dec. 5 (U. P.).— Business failures in the holiday week ending Nov. 24 were 191, the least since the week of Sept. 8, according to Dun & Bradstreet, Inc. There were 203 failures the previous week and 196 a year ago.
