“Federal aid in general education is a necessity,” Bertram E. Packard, Maine schools superintendent, today told the National Council Chief State School Officers at the Indianapolis Athletic Club. “I think the Government should
have an audit control over .the money they appropriate to schools but certainly mo control of what is taught or how it is taught. Federal aid is necessary because of the different financial status of each state,” Mr. Packard said. Dr. J. W. Studebaker, Commissioner of Education, who is attending the two-day conference which opened today, is to speak at a dinner meeting tonight. Supt. Floyd I. McMurray of Indiana is to preside at tonight’s meeting.
‘OLD GYPSY TRICK WORKS CINCINNATI, O., Dec. 2 (U. P.). —Mrs. Dena Wilson was not so fortunate when she had her fortune told by a Gypsy here. At the advice of the mind-reader, she wrapped $89 in a cloth, hid the package and did not touch it for an hour. Later, Mrs. Wilson discovered her money stolen and a wad of paper in its place.
Nazis Torture Ex-Aus-trian Chancellor Nearly To Break, He Says.
GREENWICH, Conn, Dec. 2.— (U. P.)—Hendrik Willem Van Loon, author and historian, appealed to President Roosevelt today to offer
sanctuary in the United States to the former Chancellor of Austria, Kurt von Schuschnigg. He said Dr. Schuschnigg could not survive more than a few months longer in Nazi custody. In an editorial in the newspaper Greenwich Time, Mr. Van Loon wrote that he had established with “absolute certainty” that Dr. Schuschnigg has been kept locked up in two small rooms since his arrest by Nazi storm troopers at the time of the German - Austrian Anschluss last spring. “Day and night a guard marches up and down these two small rooms,” he continued. “He is allowed to see his wife once ‘a week for 10 minutes but only in the company of two Nazi officials and he is not able to speak to her freely... ., “The slow method of torture, which is meant to break down his nervous system (and thereby his morale) is rapidly accomplishing the desired results. A few more months of tHis form of torment and Kurt von Schuschnigg will be a complete physical and mental wreck. Suicide, in his case, is out of the question. He is much too faithful a son of the Church to contemplate this easy way of escape. He will

Delegates to Berlin Congress Hailed as ‘Germans of Vosges’

By MILTON BRONNER PARIS, Dec. 2 (NEA) —Frenchmen are anxiously asking whether Adolf Hitler's next move will be to stir up trouble about Alsace-Lorraine. It is true that, after he got the Saar by plebiscite, Hitler declared there were no more territorial questions between Germany and France. It is true that more recently, after he got what he wanted in Sudetenland, Hitler again made a peaceful reference to the west, but spoke of what the spire. of Strasbourg cathedral meant to Germans. But
these things do not reassure France.
Hitler has so often forgotten past
promises and made new demands on the powers.
Furthermore, the residents of Al-<¢
sace-Lorraine seemingly never are satisfied. When they were under Germany, they longed for French rule. Now that they are under ‘France, many of them appear to :long for German rule. Of those who do not, some favor autonomy. Joseph Rose, an autonomous deputy for Colmar, recently published an article demanding qualified autonomy for Alsace-Lorraine. He objected to the French method of handling the schools. He also said that natives of the region should have charge of the administrative affairs.
But there are dozens of other things that make French adminis .trators anxious. Not long ago, when some delegates from Alsace-Lorraine ‘attended a congress in Berlin, they were hailed by Nazis as “Germans from the Vosges.” German _money has influenced the tone of Some of the papers in Alsace-Lorraine. Two radio stations in Germany, those at Saarbrucken and Stuttgart, often have broadcasts especially designed for thre ears of the people of Alsace and Lorraine.
Visitors Boast of Germany More than that: In Germany there is an organization, one of whose jobs is to get Germans who formerly lived or studied in AlsaceLorraine to go back there on visits. These visits are often paid for by the Nazi organization. The visitors look up old acquaintances, take them out to dinner, and take the - opportunity to boast to them of the order in Germany contrasted with the political unsettlement in France, the prosperity in Germany compared to the bad business in Alsace-
Lorraine. Similarly, former students
‘of the University of Strasbourg and of the lyceums of Metz, Colmar and ‘Mulhouse, make it a point to have propaganda meetings with fellow students who still live in AlsaceLorraine.
One strong talking point is to stress how many men, born in Alsace-Lorraine when it was German, have been given important posts in Nazi Germany and to contrast it with how few they allege Alsatians and Lorrainers have gotten in France. They point particuarly to Dr. Meissner, born in Stras_bourg, who is Minister of State and chief of the German Chancellery; ‘Herr Wagner, born at Algrange, who is Nazi region chief for Munich, and. Dr. Derichsweiler, born in ‘Alsace, ‘who is one of the leaders of the German students. * That these causes for worry are not exaggerated by the French, I myself saw last summer when visite “ing in Strasbourg. If these visiting Germans had only 10 marks each, they were doing mighty |* well for themselves with the rich Alsatian food and the good Alsatian beer. The chances are that many of them were staked by the Nazi organization, because many of them visited around with former acquaintances. An Alsatian official, France, said to me: “I do not know what our government is thinking of. There are living here in Alsace and Lorraine hundreds of veople who claim French citizenship and vote in French elections, but who also hold German passports. They are a sort of advance guard of Nazism. Our government should make them be either Germans or Frenchmen, and not allow them to hold double papers.”

Deutsch, vice president of the University of California. “Risks can never be taken away from human beings,” Dr. Deutsch declared. “We may as well concede that the most a government can do is bound to be merely protective against penury and want. “As for security among nations, we must realize that the first and foremost security rests today on a strong army, a strong navy and a strong air .force.”

so his friends fear, is now merely a matter of weeks or at the best a matter of a few months.” Recalling that Great Britain offered a haven to Haile Selassie of Ethiopia and citing other precedents, Mr. Van Loon urged: “The President of the United States could offer Kurt von Schuschnigg the hospitality of the United States of America and could send an American warship to Fiume or any other Mediterranean port to convey the former Chancellor to some quiet spot in -our own land where he might regain his health or at least spend his few remaining years with his wife and amidst a people who respect and honor him for his steadfast courage in the hour of defeat.” He said: such a request might be refused by Germany, “but that seems hardly possible” if it came directly from Mr. Roosevelt, and that Fuehrer Hitler “would probably be delighted to rid himself of this uncomfortable prisoner if he were offered a chance to let him go without losing face with his own people.”

ROME, Dec. 2 (U. P.).—Reports that Kurt von Schuschnigg, former Chancellor of Austria, would be re-

It was said that Premier Mussblini had personally. appealed to Fuehrer Hitler, requesting that no action be taken against Dr. Schuschnigg, and that Herr Hitler had replied that Dr. Schuschnigg would not be harmed, and would soon be given a measure of freedom. The conditional freedom, it was understood, would mean that Dr. Schuschnigg must remain in German territory under police vigilance.
