COST PLACED AT $1000 A PERSON

Nine Years of Unemployment Meant 119 Billions Loss, Proers Told.

WASHINGTON, Dec. 1 (U. P.)— ‘ Dr. Isador Lubin, opening the leg-islative-executive economy inquiry, testified today that nine years of unemployment have cost American wage and salary earners 119 billion dollars. Mr. Lubin said the depression cost since 1929 totaled 133 billion dollars, $1000 for every man, woman and child in the United States. Mr. Lubin, Commissioner of Labor Statistics, was the first witness to testify before the $500,000 investigation into the nation’s economic structure. Lays Groundwork for Probe

. Mr. Lubin’s discussion of broad economic trends in the United States since 1929 was designed to lay the groundwork for the committee's inquiry into the nation’s economic structure. Conceived originally as an antimonopoly investigation, the inquiry opened under plans io make it the most searching review yet undertaken of national economy. One of the New Deal’s ace economists, Mr. Lubin said that if employment had been maintained at the 1929 level during the depression, every nonagricultural worker in the country would have had to take a payless vacation for 14 months to bring the income from salaries and wages down to the figure it actually reached. “The total loss of working time resulting from the unemployment - that prevailed in the United States

to more than a full year’s employment for everyone who had a job in the nonagricultural industries of the country in 1929,” Lubin said.

“The loss in wages and salaries arising from unemployment exceeded 119 billion dollars, a sum which is 40 per cent greater than the peak

try in 1929 “If the income of our farmers had been maintained at the 1929 level,” he added, “their total gross| income over the past nine years would have aggregated 38 billions more than they actually received. The cumulative loss to our agricultural population was equal to more than three times -their income in 1929.” Lubin opened testimony before the committee after its chairman, Senator O'Mahoney (D., Wyo.) prefaced the first hearing with the pledge that the /inquiry would proceed without “personal, partisan or factional” considerations.

With. William Bankhead, speaker of the House, he studied a rough draft of an outline of his proposed recommendations to the next Congress. Later he met with Harry Hopkins, WPA administrator, and finally, with William Bullitt, ambassador to France.

NEW YORK, Dec. 1 (U. P)— Rose Bampton, American soprano, was suffering today from throat trouble which developed suddenly during the intermission of her concert at Town Hall last night. She

had to call off the second part of the program. Miss Bampton was substituting for Rosa Ponselle, who became ill after 'she was originally engaged for the same concert, one of a series of nine sponsored by the Endowment Fund.

GETS MEDAL YEARS LATE

SAN FRANCISCO, Dec. 1 (U. P.). —Just 53 years from the time he earned it, George Sanderson, 76, received a medal won for services in defending Commodore Vanderbilt's Panama Railway in 1885. He was one of an expedition of 1200 men sent to Panama for that purpose. “All T did to earn that medal,” he said, “was to eat bananas and fan myself. It was very hot.”
