WASHINGTON, Nov. 25° (U. P.)—The Catholic hierarchy of the United States, acting under a mandate of His Holiness Pope Pius XI, today announced an educational program for three million Catholic students to help make America a democratic citadel “at a turning point

in the history of the world.”

The program, reflecting a counter-offensive against totalitarian trends in orher mations, was announced by His Eminence Dennis Car- - dinal Dougherty of Philadelphia as spokesman for the archbishops and bishops of the Cazholic Church in the United States.

Cardinal Dougherty said the ‘Catholic hierarchy is alarmed at the spread of subversive teaching ‘and action in the United States— at proclamations and programs “which if translated into action would destroy all that is just and ennobling in liberty-loving America.” Designed to align the resources of Catholic educational institutions in a drive to foster the precepts of democracy, the program carries out the injunction of the Holy Father : -g8 expressed in a pontifical letter "to the Catholic hierarchy of the United States last month. ‘In that letter, the Pope called upon American Catholics to assume . greater responsibilities in social and economic issues than in the past, observing: : “The world has entered upon one of those periods questioning, of disorientation, and of conflict which have been well described as turning points of history. Christian doctrine and = Christian : morality are under attack from several quarters; dangerous theories which a few years ago were but whispered in the secret conventicles of discontent are today preached from the housetops, and are -finding their way into action; private immorality and public subversion ~ have in many places raised the banner of revolt against the Cross of Christ.”

Opposes “Revolutionary” Theories

Addressing a pastoral letter to all American Catholics, Cardinal Dougherty emphasized the importance of action to preserve democracy through education in a world where “revolutionary” theories are gaining recognition. The program by inference emphasized the difficulties of the Catholic Church in other areas of the world where its precepts have come into conflict with totalitarian principles. “The Holy Father,” the Cardinal said, “alarmed by the revolutionary conditions prevailing in most countries, charged us in a special manner to prepare for what may be a turning point in the history of the world. “We must face the fact that the dangers of which his holiness speaks threaten our own democratic institutions. . . . The Pope explicitly instructs the Catholic University ‘to evolve a constructive program of social action, fitting in its details to local needs, which will command the admiration and acceptance of all right-thinking men.’ “This charge solemnly approves the American hierarchy’s traditional positions of unswerving allegiance to our free American institutions.”

New Texts to Be Compiled

The hierarchy charged Catholic University of America here immediately to compile a comprehensive series of graded texts for all educational levels, systemitizing the teaching of democratic principles, to aid in building “an enlightened, conscientious leadership.” These and the democratic educational program will ‘be ‘applied in more than 10,000 parish grade and high schools as well as Catholic institutions of higher learning. . Implementing Cardinal Dougherty’s announcement, the Mosi Rev. Edward Mooney, archbishop of Detroit and chairman of the administrative board of the National Catholic Welfare Council, emphasized that the new program necessarily should not be limited to Catholics. “I hope it shall not be considered an exclusively Catholic program,” Archbishop Mooney said. “Such studies are needed all through America today to arm and armor the minds of youth and nullify the current differences which tend to undermine democracy in this country.

REPUBLICAN GAINS IN NEW CASTLE CHECK

NEW CASTLE, Nov. 25 (U. P.) — Sam J. Bufkin, Republican Mayorelect of New Castle, virtually was assured of his office today as the recount commission completed its recheck of all but one precinct, increasing his lead over Mayor Sidney E. Baker, Democrat, by four votes. The commission gave Mr. Bufkin 3385 votes and Mayor Baker 3281 in the precincts checked. The canvassing board’s figures on the one precinct yet to be checked by the recount commission gave Mr. Baker 578 votes to 504 for Mr. Bufkin.
