South American Real Estate ~ Scheme Brings: Fraud Investigation.
CHICAGO, Nov. 24 (U. P.)— Joseph Devore, 72, who said he served terms in the Indiana Prison and at Leavenworth for fraud, tonight was held for investigation of his plan to send settlers to a littlepopulated strip of land in South . America. Devore, Colombia Development Trust president, was taken into custody when he tried to seli Sergt. - James Zegar 2000 shares in nis project to transport 400 families to his strip of land 20 miles wide and stretching 3000 miles from Bogota, Colombia, to Buenos Aires. He asked $800 for the shares. Police said the Securities Exchange Commission also was vestigating the company, which operated under the name Colombia Development Co. until 1930, when Devore was sentenced to two years in Leavenworth for using the mails to defraud. When released in 1932, he changed the name of the com-
pany. ‘ Of the 8,260,000 shares in the company, Devore said he and his wife owned all but 260,000 which prospective South American settlers had purchased. He said his plan was to send them to South America on a boat he owned but which at present was resting in the St. John’s River in Florida. He said when the settlers reached the strip each would be apportioned 1280 acres of land located along a road he had built down the middle of the strip. They would be furnished a home, tractor and other farm implements purchased in Germany because it was cheaper to buy things in Germany. Besides raising farm products, Devore said the settlers would profit from oil and rich mineral deposits on the land. Details of the project, Devore said, called for settlers to take two years in which to get started, then share equally with him profits for the next 10 years. Under this plan, Devore expected to realize $50,000 from each settler, while, he said, each settler would make $50,000 himself, He told police that he recently had flown to Buenos Aires to start construction of homes, roads and several hotels along the strip. Authorities, however; said they had wired South America for details of the promotion but had received no reply. Taken into custody with Devore was G. Clyde Moore, 62, secretary and trustee of Colombia Development Trust. Moore said he had worked for Devore for three years, had been paid regularly, and that was about all he was interested in. Devore, who said no shares had been sold in the project since he reorganized the company, said that in 1922 he served a brief sentence in the Indiana State Prison at Michigan City for misrepresentation.

NEW YORK, Nov. 24 (U. P).— Alf M. Landon, Republican’ Presidential candidate in 1936, indicafed today a belief that Governor Lehman of New York is the outstanding Democratic possibility for President in 1940. “The woods will be full of Republican = possibilities but there's cne outstanding man that the Democrats will have to consider— the man who has been elected four times Governor of New York State.” he said yesterday. Mr. Landon did not elaborate, but added: “It must be a great comfort to a great many people that for the first time in six years there is going to be a two-party Congress.”

Psychiatry today 1s used in nearly all fields of human activity, Dr. Max A. Bahr, superintendent of the Central State Hospital for the Insane, told members of the Indianapolis Apartment Owners Association at a luncheon yesterday. Dr. Bahr traced the evolution and development of psychiatry, and explained how it has entered “the - home, the school, the factory, the -office, the legislative assembly and the wards of the general hospital.” This n.ovement, Dr. Bahr explained, “has demonstrated that the methods and principles of psychiatry have validity in the study of human behavior in many settings, where the question of disease is quite irrelevant.

CAUTION URGED INEXPANSION OF PUBLIC HEALTH
Hospital Associations Fear That Costs May Surpass Present Knowledge.
WASHINGTON, Nov. 24 (U. P.). -—Three hospital associations warned today against expansion of public health facilities beyond a point justified by Present medical and scientific knowledge. The American, Protestant and Catholic Associations in: a joint statement expressed fear that President Roosevelt’s proposed national health program, which calls for expenditure of $850,000,000 a year, might outrun available knowledge. The Rev. Alphonse M. Schwitalla, S. J., of St. Louis, president of the Catholic association and spokesman for the groups, pleaded for continuance of present out-patient departments and clinics under private auspices. He suggested integration of these agencies into the Government’s contemplated program and continuance of educational and social organizations dealing with health problems. The associations indorsed enlargement of social security grants for child and maternal welfare, care of crippled children, care of sick unemployed and old-age groups, increased health facilities for the indigent aged and provision for the chronically ill in all age groups. The associations said that caution should be exercised against unjustifiable expenditures for new Government hospitals, thousands of which would be built if the tenta-
