Dr. Bromberg said the muddled accounts were apparently “a reflection of a mental strain.”

F. L.” The National Labor Relations Board, the article said, has favored rather than discriminated against the A. F. L. through its policy of . giving preference to craft units in- - stead of industrial units whenever the majority of those within the craft so desire. The article said most of the Labor Board’s difficulties arose from _ the schism in labor ranks, an evil which “is not the creation of a few misguided bureaucrats but is an old and unsolved problem with its roots in the history and nature of such associations.” ‘
